Working on a character idea now. The game really breaks at level 20 - how cheesy do you want the characters to be? Is "prep time" before the start of the adventure allowed?

With components factored, my character has 435 gold left and still have a spell (Gate) yet to get components for but that can be done in-game eventually. Since you're allowing prep time - my conjuror used a magic circle with 9th level planar binding and conjure elemental to bind an Air elemental, that he has named Wispy, into service. This would be 1 year and 1 day of obedient service, but I will consider some time passing and it being 8 months and 5 days remaining. Planar Binding is a CHA save, the Air Elemental's highest Cha save, given the -2 penalty it has, is 18 but Dusk's Spell Save DC is 19 so I have assumed it would fail to resist the binding. He's also recently set his Contingency spell (Feather Fall). He has previously cast Find Familiar to make his kitty companion, a silver tabby named Muggles.
Note: I used Tasha's to set his +1 Cha to +1 Int instead. You will see two homebrew items: Mage Armour item and Contingency feat. These are just there for convenience so I can easily mark off the Contingency Feather Fall or apply Mage Armour to the sheet. You will note a lot of custom items for the components. Most items were customised to add notes such as locations and change weight as needed:
Person or not specified: it's on his person such as attached to belt, in his pouches or in his backpack. Chest means in his summonable Leomund's Secret Chest. Demiplane means it's stored in is demiplane (previously created with the demiplane spell).

Ability scores: 14, 12, 7, 11, 12, 15 - rolled in Post #7.
Personality: Somewhat aloof, socially awkward, calm, laid-back and monumentally lazy. Can be quite selfish. In most cases it is difficult for him to be motivated if there's nothing in it for him for most things.
Dusk was born to a simple tabaxi family in a small farming village. He has an older brother and younger sister. He hated the farm life - too many chores. Even as a young cub he slept all day - hence his name Sleeps Til Dusk. A travelling mage stopped by the village to get some supplies on their journey and find rest for a couple of days as one of their escorts had fallen a bit ill. The mage performed simple magic tricks to amaze the villagers and Dusk became fascinated by magic. The mage was willing to him a book on basic beginner tricks. Dusk was quite adept and had learned the simple tricks in only two days, much to the surprise of the mage. That mage offered to mentor him. Dusk's parents agreed, having never seen Dusk be so enthusiastic or dedicated before. So began Dusk's 15 year journey into studying magic, specialising in conjuration and eventually surpassing his mentor's abilities.
Magic often involves risk and coin. He had recently learned the Gate spell but seeks adventure or mercenary work, much as he hates to, in order to find the expensive component or possibly more spells. Despite his lazy demeanour he wants a world where nobody needs to do chores and everyone can just relax and be happy. He seeks out the Xoris empire, interested in its unorthodox genesis - could he find a way to replicate such power? Buildings and more created by sheer imagination and psionic will? That must be the answer to a world of peace and relaxation!

Race: Originally half-elf.
Background: Sage.
Ability scores: Now 28/10/25/20/20/20
Personality: Leoros, once bullied for his bookish nature, now revels in his draconic majesty. He likes to throw himself into the fray, using his magic to augment himself.
I will do more work on it, but turns out wizards are complicated.
Here's what Leoros did (and where almost all his gold went.)
Leoros created a Simulacrum of himself, who then created another Simulacrum. He had the first copy cast Magic Jar on him, possessing his body. The second copy cast True Polymorph on the possessed body, permanently turning the original body into an Ancient Brass Dragon. They then ended the Magic Jar, putting Leoros' soul, mental stats, and class features into the now-polymorphed body.

Well, you're the DM so you can rule it's OK. But it seems to me that Magic Jar transfers the caster's (ie the Simulacrum) class features to the body for the duration of the spell. Once the spell ends, the possessor and his class features leave the body. At that point the body lacks the ability to cast spells. The original soul enters the body but there's nothing in the spell which explicitly states the class features of the original soul come with it.
True Polymorph states that the new form dictates the transformed creature's abilities. So it would seem to me that dragons can't cast spells regardless of the foregoing.
But I'm in no way complaining about having an ancient dragon who is also a level 20 wizard on my team. :)
Regarding changing yourself into a dragon, are you sure you want to do that? I don't think Dragons can cast spells RAW.
You would be correct if I had simply used True Polymorph. But I used Magic Jar to 'hold' my mInd elsewhere, and that spell allows me to combine my mental stats, alignment, and class features with the statistics of the body.
It's not as strong as some possible cheese with Clone and Shapechange, or perpetual Simulacra+Wish, and the biggest downside is that it cost so much gold that a lot of spells are off-limits now.
I built the rest of it around survivability, mostly.

Spells that have an extended casting time count as concentration I believe. So if it takes an hour to cast, you have to concentrate on it while you cast it. Look in the phb, spells section “Casting a spell” then “longer casting times”.
I’m not trying to be a jerk, I’m just pointing it out. Doing something like that is generally a two-caster job.

Obvious caveat that it's ultimately up to the DM.
The spell effects are phrased as an 'instantaneous' effect. When the spell is cast, those changes take place. They are reversed when the spell ends. Nothing indicates it as a continuous effect. Compare the verbiage with Magic Jar, which has effects which are clearly continuous in nature.

Takes a minute to cast magic circle which lasts 24 hours (no biggie). Then a minute to cast conjure elemental. It lasts an hour. It takes an hour to cast planar binding. You’d have to be managing both spells at once, or the elemental disappears just before you can finish. It’s almost as though it were deliberately done this way to prevent industrious Wizards from building armies of elementals solo. Lol

Nothing in the spell states that the body must be in its original form. Just that it was originally my body.
A body that has been changed is still the same body - otherwise Dispel Magic wouldn't work.
I'm gonna stop arguing though and just let you tell me what you want. I asked about cheese and prep for a reason, lol. I can have a different character done in a few hours, or I can bow out. Your call, boss.

They used magic jar. I believe that the class feature are transferred into the dragon.
