He runs as well as he can in this difficult terrain getting 20 ft (he has 50 ft movement) and for his last 5, he bunny hops 20 feet with his bonus action. "I don't think we're going to catch them!!"
He sends his Searing Sunburst up again to explode in the middle of the snomen. Spending another ki point, the damage is 18 radiant unless CON save of 15
Lyra goes last among the PCs initiative-wise, but declaring her turn unless something changes dramatically.
As she trudges forward another 15 feet, a realization dawns on Lyra as she briefly sees the humanoid figure under the snowman exterior. Might these be the adult villagers that went in search of the children? Corrupted or reanimated somehow?
She shouts to the group "These could be what's left of the former search party. Given the blizzard, I think we should stay together and advance slowly, attack at range if available. I will drop my Fear spell next turn. Let them come to us."
Thinking Donlas might recognize fellow Hoovale residents (?), though recalling that the halfling seemed oddly hesitant socially at the inn, she telepathically messages him: "Friend halfling, let us know if you recognize them once the snow comes off."
Lyra maintains concentration on Fear for one more, probably last, round. Attacking with Eldritch Blast again, 3 beams, always at the most "injured" enemy (the one with the least snow?). I am just rolling attack normally, assuming they will just have the extra 2 AC for half cover.
To clarify: Lyra is still maintaining concentration on Fear this turn and advancing 15', but at the end of the snowmen's turn, if any of them no longer have line of sight to Lyra, they can each re-make their DC 19 Wisdom saves.
Flavor: The theme to "The Good, the Bad and the Ugly" reaches its crescendo, evoking the image of a pitiless, blazing desert sun reaching its zenith.
Batair sigh heavily as he pulls himself from the snow.
"Well that's embarrassing..." he announces with chuckle. "Lesson learned, and you win today, snow..." he seems to comment to no one in particular.
He wonders about the creatures they've been fighting after having that moment to cool his head. Gathering himself, he decides to use his Divine Sense whenever able in attempt to discern what it is his group is pursuing.
Brandishing his quarterstaff, Jack flies low to the ground in pursuit of the snowmen.
(30' fly movement and 30' dash action fly movement should get me to C6. All I can do for now since I allowed my self to fall so far behind. Next round though.)

Kosmos Strides forward through the snowfall, the size of an ogre now. He brings down another blast of dazzling radiant light, causing it to explode among the fleeing snowmen. One of the four falls, the snow completely blasted away to reveal a man laying in the snow. Donlas would immediately recognize one of the villagers from town, one of the ones that was sent out to find the children.

as he dashes forward to get a closer look at the body (BA dash + A dash + normal movements for 105ft->50ft of movement in the snow?)

Donlas Seeing someone he recognizes, Donlas rushes forward to get closer to them. He is just able to get p to the fallen villager. The man's chest riseses and falls, though he is clearly badly injured. he also appears to be delerious with cold and frostbite.

Jack Frost Zipping through the snow-filled air, Jack flies up closer to the snomen. He would see that there is now an unconscious villager where one of the snomen had been before.
Lyra Your turn now. What do you do? Stay with original action or change action?
If Lyra is aware that the villager is unconscious and not dead (e.g. if Jack Frost shouted it back), Lyra would continue the attack, hoping this indicates that “killing” the snowmen leaves unconscious, but NOT dead, villagers. So she would yell (or telepathically communicate) this approach to the others.
She then takes her action above with one addition to confirm her hypothesis above:
Bonus action Healing Word using a pact slot on the unconscious villager to confirm that they are alive. I believe she can still do that - casting a spell as a bonus action means that the only spell you can cast the rest of the turn is a cantrip with casting time 1 action, which is what she is doing (Eldritch Blast rolled above).
Edited to add: she keeps concentration on Fear for now. But any active snowman that finishes with no line of sight to her can make a DC 19 WIS save at the end of their turn.
Further edited to add, if the villager is a commoner, Lyra's +5 bonus to the 1d4 Healing Word should make it so I don't need to roll. But in case I do, it heals for 8 HP.

Lyra You send a word of healing to the unconscious villager, bringing them back awake. They jerk as they come to, looking around with mad eyes. Then three more blasts flash out, aimed at #3. The first misses, while the second two hit home, blasting more snow away. Knowing what to look for now, you would all notice humanoid features in the areas uncovered briefly, but snow quickly forms over those areas once again.
Snowmen Still under the affect of Fear, the 3 snomen, as well as the villager, all turn to run away. Donlas can make an attack of opportunity on the villager if he wishes. Snow begins to coat the villager as they move away, though it appears they recognize Donlas as they turn to flee from Lyra. The villager struggles in the snow, only able to move 15 feet. Saves vs fear... #1 ... 15 #3 ... 20 #4 ... 8 The villager is not far enough to be able to save.

Sending up his searing sunburst to just hit the 3 snowmen, he spends another ki point and damage is 14 with enlarged additional damage 2 unless CON save of 15.
"Man, I haven't used my searing sunburst so much before, hard to hit these guys so far away though!"
