Backstory: Taken in at a young age by a mysterious order of monster hunters, the girl named Sehaine was trained throughout her youth to fight the things that do harm to others. Given a potion that had the strange effect of altering her body’s natural makeup - she became faster, stronger, and able to use weapons that most would consider perilous to use. She trained for years, until her twenty first birthday, when the jobs started. Small, to test her. Creatures unlike the rest of their species who sought good, such as wicked Goblins or Orcs, or other creatures of their ilk. In training, she was given the name “Double Blade Sehaine” for her propensity to use a double bladed scimitar in combat - but she wasn’t perfect. She failed a test in a far off land, giving way to the death of innocent life… so her order saw fit not to punish her… but give her a second chance, sending the young woman to a real job. Join an adventuring party known as the Pearl Defenders and assist a kingdom in overcoming a threat dire to the lives of everyone within it. She went to the kingdom, kneeling before him. Her pale skin and grey eyes catching many off guard.. but she told him she was here to help, and that it was her duty.

It seemed like the group was missing melee fighters / strikers. Based on your description, it felt like a very One Thousand and One Nights. I thought that I'd whip up something along that theme. I could change the equipment from scimitars and a short bow to short swords and a long bow, but the scimitars felt more aligned with the setting. If possible, I'd like to select his Ranger class's favored enemy at least somewhat in line with the campaign. Humanoid (Gnoll) makes sense for the environment, but I could also see Monstrocity or Elemental.

While the village is based around a well, many of the adults spend their days far from the village, hunting and gathering food in the savanna. Rain looked up to his father and older brother, Blue, and was happy when he came of age and could finally join them when they left the village to follow the migrating herds for days at a time. He learned to survive in the arid environment and even into the great, sandy desert itself. While most of the tabaxi of his village have small huts or tents, Rain learned to love sleeping out under the open sky, looking up at the stars, and listening to the older tabaxi tell stories of great feats and event distant lands.
Over time, more and more (gnolls / monstrous / elemental?) creatures started coming out of the desert and into the grasslands. Rain was one of the rangers who helped to patrol along the edges of the desert. Rain's brother, Blue, was killed one night while he and Rain were both patrolling. After his brother was laid to rest, Rain swore to rid the desert of these threats. He left his grieving parents and followed one of the many merchant caravans that crossed the open desert.
Rain had little contact with humans before that trip, but the leader of the soldiers who guarded the caravan was familiar with the tabaxi communities of the savanna. He hired Rain, happy to have a capable scout who could see into the dark beyond the fires at night. Rain traveled with the caravan for a year, learning the ways of the desert. (Rain even saw a "sea" once, with water stretching out all the way to the horizon!) He spent most of his time scouting out ahead and alongside caravan, but he learned to play dice and trade stories with the humans in the relatively cool evenings. He even earned learned how to handle swords from the other soldiers and eventually earned enough to buy swords of his own.
One day, when the caravan stopped at Pearl Village, his ears pricked up at talk of deadly creatures in the desert. Could this temple be the source of the (gnolls / monstrous / elemental) creatures that troubled his village and killed his brother? When he learned that the King had called for volunteers, he said his good-byes to the caravan and signed up.

Rain is an Outlander, more comfortable sleeping outdoors under the wide open sky. He doesn't understand creatures who want to own Things, more things than they can even carry with them! Rain was fascinated by the items (so many beautiful colors and scents!) traded by the caravan, but he didn't really understand their monetary value. Rain is curious and looking for adventure now that he's out in the wide world, but he values experiences and relationships over treasures and objects. Rain reads and writes common but clearly not very often -- his spelling is terrible! He is quick to learn new skills.
Rain can be slow to open up to strangers, but he is quite talkative among close friends and family. His manners are still quite rough. He is playful and likes to joke and tease, but he knows that humans, especially, don't seem to understand when he is joking. And they often think that he is joking when he is quite serious.
Your main attack style.
Before entering combat, Rain prefers to stalk his prey, stealthily approaching and hiding nearby to observe it. He was taught to kill for food and in defense of his village, and he does not enter combat when he doesn't have to.
On the other hand, Rain was raised to believe that it is his duty to protect those weaker than himself. When Rain sees a threat, he sprints forward to put himself between them and the danger.
Rain is a mobile and agile fighter, using two scimitars in close combat. He moves and weaves around his opponents, looking for the right time to strike with deadly accuracy.
Rain is primarily a melee fighter, but he also carries short bow that he can use for ranged combat.
Rain is a cheetah-patterned tabaxi with yellowish fur and black spots and gold-brown eyes that reflect lights brightly in dim lighting. He has a long lean build, standing over 6' tall, but he is a little shorter and a bit broader-shouldered than many other tabaxi. While he is light on his feet and very nimble, Rain has a powerful, robust build from spending most of his life out in the elements. Combined with his reticence around strangers, Rain can come off as a intimidating and a bit frightening. (Rain might think that he's politely listening, but he has a bit of a problem with "resting apex-predator face".)
Rain does not wear shoes, but he does wear simple breeches, a vest, and a keffiyeh to cover his head and mouth when in the desert. He wears simple leather armor.
I seemed to get very lucky on the dndbeyond dice roller for this character. After applying the flexible +2 / +1 modifiers:

The King sat in the light of the moon, pondering the situation this his beloved village was in. He paced back and forth, sipping a large glass of fine raspberry juice, his favorite drink. He looked out at his garden and stroked his hand against a small sapling of boreal wood, which he had imported from a far land as a gift. The king sighed. There was no time for walks in the garden anymore, the storm was causing both flood and drought, ruining his plants, and not too many attacks from all sorts of monstrosities. At least this one survived.
The king entered his castle, no longer noticing the beautiful stained glass windows. Instead, he looked at a map that was set on a table, a few soldiers surrounding it talking. "Your majesty," one said with a bow, "We have cleared out the field, at your command. The east of the village is completely free of monsters. The weather is controlled as well." The king gave a faint smile, which quickly faded. "And as for the west?" He did not need to know the answer, he saw the looks on their faces.
The king went up to the high hall and looked out over the village, the beautiful wood and sandstone buildings, and the vast fields. He remembered how happy this place used to be, the fine parties he would host, those fine balls. But most of all, the people. They were happy then. now it was a question of whether your home would be hit. He used to love watching the kids play outside.
"Your majesty, we have found your defenders." And with that, the king came down to the throne room, and felt hope for the first time in months.
