Can I tag along Hoid? I can hang back if we run into any dwarves. But if we happen to meet Dimmak and he is as prejudiced as the serving woman, it might be helpful to have a human at the docks.
The three of you head out. You travel across town to the south side of the river taking the upstream bridge. Stopping along the way to discuss temples with the locals you find that there are two temples in town. One to Auril, the Ice Queen and the other to Umberlee, the Wave Maiden. Both are major deities. Auril is the goddess of winter and cold. She is portrayed as evil and cruel. Umberlee is the goddess of the ocean and storms. Also evil in character. Both are worshipped here due to the northern location and the sailors in town.

The Mirabar Shield is a walled fortress between the Dancing Dolphin and the Open Shores and Whitesail harbor on the northern shore of the river. The Shield is run by a dwarven merchant organization. It is well fortified and populated by many dwarf guards. Dwarven goods of weapons and armor are available there for purchase. Hoid is well-received at the Shield and Trolkarl is accepted as he seems to be following the lead of a dwarf.
Further along you find the Open Shores. This is where foreign ships are allowed to berth. The Harbormaster office is near this and serves the Open Shore as well as Whitesails Harbor. Whitesails is fortified with a wall and guards. The dwarves tell you not to approach. The guards are rewarded for anyone they can hit with an arrow that doesn't belong. If you are not sure if you belong, you don't.
Stopping first at the Mirabar Shield, Hoid converses with his fellow dwarves. They are a bit gruff and difficult to get to talk at first. You know, dwarves. Slowly they open up a bit about the missing sailors. "Aye, the humans are all in a buzz about some of theirs that have gone missing. We are waiting to see if they try to blame their lost people on us."
Along the docks, Trolkarl takes more of a lead. Many of the sailors they talk with give religious signs and superstitious signs as they talk of something prowling the docks at night stealing sailors. There are discussions of trolls, mere folk, deep horrors come to steal souls and even more outlandish theories.

As you walk about town and interact with the Luskanites in two groups you all notice that there are flyers and bills posted throughout town. The more common ones are:

Hoid and Trolkarl head to the Harbor Master's office. It is easy to find as it is the hub of activity along the wharf. Walking in they find a two story stone building with a wooden roof. There are windows on the second story. The main floor had a main room with a long counter and clerks working there. There is a door behind the counter. People come and go filling out papers, paying docking fees and other things. You recognize the man you saw at the Dancing Dolphin this morning. He is behind the counter and seems to be in charge.
The room goes quiet when Hoid says the name Lonis Taggerty. The man in charge looks at you, “Yes, there is a reward for information locating him. He is a friend,” the man looks Hoid straight in the eye. “Do you have information?”
There are two clerks behind the counter and four other sailors in the office. All have stopped what they are doing and are looking towards you.
Trolkarl loud enough for everyone in the room to hear clearly
We are looking for information and were hoping to be able to get a bit of background information from anyone who could fill us in to aid our search. We welcome leads from anyone who might want to help. Would it be possible for us to meet in a private audience or can we come back at a better time to make sure we do not disturb your business?
The man behind the counter looks to Trolkarl. “There is no information to offer, privately or otherwise. His ship was due to leave three days ago. No one has seen him since the night before.” He looks back to Hoid, “If there is any information that could be ‘found’ it would be appreciated.”
The rest of the room gets back to the business they were pursuing.
”He is a friend of mine. This is not like him. Most of the others that disappeared were sailors prone to doing what sailors do in port. Lonis is capable and can handle himself in action.” There are nods around the room at this. “If it helps, he wears a belt with a buckle of two dolphins circling each other.”
Three men enter the building during your conversation. They have the appearance of sailors or dockhands. One comes to the counter near the man you are talking to and leans over to same something to him quietly after looking around the room, and, the two of you. His back is to you so it is difficult to make out what he says. You think you hear a snippet about “…big fight…” and “…alley….three nights ago…”
The other two stand near the door. Both look worried as near as you can tell.
I will not enter such a place as worships such cruel and vile creatures! I have overheard of an inn called the Seven Sails near the Winter Palace that is owned by a Dwarf and may be friendly to all races. That may be another place to gather additional intelligence with regard to the disappearance of Captain Taggerty. Before we meet up with Hoid and Torlkarl, we could have a pint in that establishment and see if there is anything of interest?
Otherwise, i suggest we meet up with Hoid and Trolkarl to exchange information and determine our next actions to investigate.
