She will then follow everyone to the house because she almost died, and tries to sort out healing. She makes the case for trying to find Jasa's family, whether before or after a brief respite. If the keep is actually going to be a safe haven she will help in transporting everyone there but she will ask if the dragon has not already targeted its attention upon it. If not she will advocate retreating to Jasa.
But she is ready to go, ideally with some healing from one of her more skilled friends, and offering a bit of lay on hands to whoever needs it.
Elspeth is reluctant to rest, particularly since she was rather fortunate compared to her compatroits, but she recognises that her friends most likely need to rest or heal before moving on. She's willing to wait until everyone feels they're sufficiently rested.
"We need to drop Linan, Cuth and the children off somewhere safe."She suggested. "Whatever we do, I suggest we stay quiet. We can't afford attracting more attention at this moment."

Soar is okay with a short rest, realizing that the reason she can't see out of her left eye is that one of the kobolds nicked her near her eyebrow. She begins to secure a small bandage around her head and then realizes that one of the little jerks stabbed her in the side. She packs the wound with a spare cloth, and lays her hands on it, calling Kelemvor's might to help heal herself a bit (the first 2/5 from the lay on hands pool, bringing her up to 3 hp).
She positions herself at a partially-open window, keeping an eye out for movement or sounds outside. She also asks Linan and Cuth again, "Do you know Yosa or Sumya? Jasa said they were her kin, they're halflings. Where would they be living? After we catch our breath, maybe we can sneak over to the keep by way of their house? If the keep's not under dragon attack and still standing, we can try it. Otherwise, I think we shouldn't risk it and get you people out of town. Jasa has a caravan hiding just outside the Greenest and could get you out. She knows what she's doing. What do you want to do? Who's this Governor Nighthill person?"
(This is assuming we can observe the street outside passively, and converse, while taking a short rest. Soar is getting impatient even though she knows the group needs to recharge if they're going to survive.)

If someone else is really close to dropping, Soar will offer the remainder (3hp) of her lay on hands ability to them. If not she will use it on herself.
"Whatever way we go, maybe next time we take a quieter approach and try not to let the kobolds notice us?"
Linan leads you into the back room with a very small window, and you arrange yourselves to rest. I'd like one person to keep watch (roll a Perception and Stealth check while you do so.)
The man spends his time tending to the woman's injuries, and keeping the children quiet. They are terrified but brave, and are able to maintain silence.
Outside, the noises of the attack come and go; it's not dying down, and from time to time you hear what might be the beating wings of a dragon, passing not quite overhead, but near enough.

The hour passes; it's tense, and a horrible experience for you all; you spend as much time binding and cleaning your wounds as actually resting. Some of you came close to death; you are up against a deadly enemy, and that's before you can even think of the dragon. As you wait and heal, you hear distant cries for help, but you know you are in no condition to render aid until you have recovered part of your strength. Linan and her husband assist you as best they can, before they huddle with their children, whispering softly to them and trying to distract them from this nightmare.
As the hour comes to an end, you see a band of attackers walking past, but you seem them quick enough, and are stealthy enough, to avoid being seen. They are mostly human and seem not to be wearing any particular uniform or identifying mark; you would take them for bandits more than anything. A few minutes pass, and they are gone. Linan turns to you. What shall we do now? Wait here? Or head for the keep?

She reminds the family of her questions about Jasa's kin, and says "Linan, Cuth, do you have any idea at all what is happening to your town? What would a dragon and its minions want with it? Has this Lord Nighthill done anything notable recently? Does he have something interesting in that keep? This abandoned house doesn't seem safe with those people and kobolds out there, do we want to try for the keep if it's both the safest spot in town and the biggest target? Let me see if the dragon is still attacking it."
After the hour she peeks outside to look for the dragon and at the keep. (Perception: 8)
If the keep seems the safest option out there, Soar will suggest quietly moving toward the keep, using a route that takes them past Sumya's house to see if they need protection and want to either go to the keep or to Jasa's caravan outside town.
Soar, as you look out, you don't see any sign of the dragon right now. You know that it's been flying over the town throughout the last hour, sometimes near the keep, rarely attacking directly though.
Linan answers. I don't know anything. This is madness. No, the lord has done nothing, at least nothing that we would know of. We're simple folk, and don't know much of these things, but Tarbaw Nighthill has kept this town out of every major conflict of the last three decades of his rule, and that makes him a fine ruler in my mind.
Her husband nods firmly in agreement. I... would prefer to head for the keep. I think that's where most folk will have head. It might be dangerous to get there, but I don't think we have any alternative.
Jalt looks back to the conversation going on between Soar and the couple. Then we go to the keep. Now looking over to Badger. Little one, are you ready? These people need our help. Let us get them to safety and then we can see what other danger lies for them and for the town.
Jalt grabs his mace, clanks it against his shield. Bahamut will guide our hands and protect us.

And if we run into anyone else who needs help we can try to get them to safety, maybe we a bit more luck than last time? Let's try to go by Sumya's place to get there if we can, and stay quiet and unseen so we don't run into more kobolds or whoever else is out there looting. Do you know of any secret ways into the keep by any chance?"
The paladin readies herself to go, laying on hands all but the last bit of her power to herself, because that dagger wound didn't close up very well. She hopes to get an answer about Sumya's place, the route, and another quiet option to get to the keep. She doesn't want to blunder into another fight.
