People of all ages flock to this precinct to spend time learning, whether by poring over texts and scrolls or finding a mentor who will guide a student. It’s also the place to find information brokers, who sell specialized or secret knowledge available nowhere else. Multilevel buildings set next to each other with little regard for planning give way to an occasional square or open campus where socially minded residents congregate during daytime hours. At night, many continue their studies while others tinker with their latest creations or intellectual endeavors. Taverns and pubs tend to be more urbane than in other parts of the district and often feature poetry readings, storytelling, and musical performances. People who live in Precinct Five have a zeal for learning and tend to be inquisitive. Getting into a heated debate or touting a recent success to your neighbors is part of showing your worth. Good neighbors keep their projects and research hidden until a result can be displayed; it is considered uncouth to allow others to view a work in progress.
The Blistercoils neighborhood.
A series of gigantic waterwheels, built and operated by the Izzet League, turns just outside Zonot Seven in the north end of the precinct. The system generates magical energy to power public works, Simic laboratories, and, of course, Izzet workshops. Few outside the Izzet realize that the amount of energy generated in the Blistercoils far exceeds what is actually used, with the excess stored in underground batteries that could explode if they became overloaded. Blistercoils is also the name of the neighborhood near the waterwheels, which largely consists of workshops and private laboratories.
Situation...
The chaotic racket of violent, magical combat fills the street outside of this small Izzet research facility. A set of stairs leads up to the building giving easy access from the street. As you approach, you can see that the front door has been ripped off of its hinges and lies dented in the street. Through the open entryway you can see red and blue light flashing inside, clearly indicating some sort of magical standoff in the building.
Casually sitting on top of a nearby balcony is a dark green scaled lizardman. He's observing the ruckus below whilst tossing one of his darts up and down. Vappa can't even begin to imagine what's going on down there, but it's most likely a payday. Vappa scans the street, taking note of all authorities present and or incoming, as well as any other way into the facility, save for the front door.
Gliding along the side of the street is a slight red-haired elf wearing a flowing green coat with branching white embroidery. She's holding her arms to her chest and darting nervous glances about. "I knew I should have stayed home," she murmurs to herself, then draws a deep breath. If her rebellious Izzet cousin is anywhere near this ruckus—and he probably is—she hasn't arrived a moment too soon. Sliding a sprig of mistletoe from her coat, she edges toward the door.
When she can see inside, Iveta will try to get a sense of what's happened. Insight: 23
Nivrell has been working as an apprentice at a metallurgy lab in the smelting district of the 5th precinct for a few months. During his studies, he met a young woman a few years his senior named Roya, who was attending Prism University and went on to become a Chemister. After a chance encounter last year, the two reunited and are now dating exclusively. After a long day (or two?) In the metallurgy lab, Nivrell has returned to the Blistercoils to meet with his first and last. He intends to propose in the coming weeks, after securing his anticipated promotion to researcher. Roya, now a Chemister working in the fascinating area of alchemically forging mizzium into arcane tools, has been a researcher for several years and anticipates becoming an independent researcher in the next year or so. As he nears her laboratory, Nivrell turns the corner and is taken by surprise at the sight of a dented door lying in the street before the lab, as if blown from the hinges. Rushing to the open door, Nivrell sees flashes of blue and red light coming from upstairs. As he stares in shock his mind races to try and explain what he is seeing before he rushed in to investigate.

Movement can be seen below the surface of the water of Zonot Seven and shortly after the short and thick tentacles emerge from the water followed by the head of Bartash as he climbs out of the water onto a small stairway leading to the main street.
Standing on the stairway Bartash will take a moment to adjust to the surface and to breathing air after spending a long time under water. Bartash stands tall and slender yet muscular. The few tentacles on his head replace what would be hair on a regular person, coloring dark green on the ends and moving to a lighter green on his face. Variations of green cover his body going from dark to very light.
His glowing blue eyes gaze across the streets to find a sense of direction as he starts walking towards the noise of battle. Seeing some older people and scientists quickly move away from the disturbance and gossip about it in the streets Bartash will move towards the building. Coming closer to the outside and seeing the door lie on the streets his face turns a bit more grim as the tentacles on his head no longer flow freely in the air but move to wrap around his head as a helmet going into readiness for what might be ahead.
While water is still dripping from Bartash's body he will take his shield out. He will walk up the stairway to the door not thinking twice about wheter to go in or not. Noticing the flashes of light come from the building he will mumble to himself Izzit science.. bah.
Moving up the stairs and through the door Bartash will try to determine what has gone on here to get an idea of the situation.

The laboratory consists of a main floor and four sub-basements, each of which is connected by stairs.
Ceilings. Unless otherwise noted, the ceilings in the laboratory are 10 feet high.
Light. The complex is presently relying on emergency lighting in the form of dancing lights on each floor. These dancing lights are arranged on the ceiling of each floor in such a pattern that each area is considered to be dimly lit unless stated otherwise.
Rubble. Areas of crumbling walls and cracked stairs to sub-basements 3 and 4 are difficult terrain.
Sound. The sound of electrical buzzing, intermittent sparks, cracking ice and shifting rubble can be heard throughout the laboratory on every floor. This imposes disadvantage on any Wisdom (Perception) check that relies on hearing while within the laboratory.

It appears that three scortchbringer guards are trying to contain 6 ice mephits.

The sounds from the street are nothing compared to the chaos that’s in this area. 3 scorchbringer guards yell at each other in an attempt to coordinate themselves as they try to eliminate 5 ice mephits that are trying to get out into the street. Half the room is covered in melting ice from the frost breath one of the mephits just used.
"Block the door!" One of the guards calls to his companions as they try to cut off the exit. "Hey you, what are you doing here?" A second guard calls to the three of your group as they come inside. He is too busy with the ice-creatures to bother with you just now though.

Walking down the street munching on an apple and nose down reading a book, is a man walking with purpose and also lack of concern about those who may have to move around him. As he approaches the building, the noises catch his attention, and he finally looks up as he approaches the facility.
“Well crap,” he mumbles as he tosses his apple to the side and stuffs the book in a deep pocket in his jacket.
He takes a good look at the mess on the street in front of the facility to determine what happened and watches as some others enter the building. “Well this can’t be good.”

After taking stock of the street, he moves behind the others, unsure of their affiliation and if they had anything to do with what has transpired.
”Who are you? And what has happened here?” His voice trails off as he sees the scene inside the building. “Good lord, ok well, we can sort that but out later.”
