(As stated in the IC, Rubin is not under water, so those rules do not apply to him. Those govern shooting a weapon while under water, which Rubin is not. His bolt only has 5 feet of water to go through, as you stated the mage is only 5 feet down...)

Xanranzan keeps on racing forward for the last runner. However, as soon as he reaches the edge of land, the genasi immediately slows and slides to a stop, and starts looking around frantically and appearing all the while conflicted on choice. "I know I said I could swim, but fffffudge monkeys. That looks pretty deep." He grumbled under breath. Ultimately, he started running parallel along the shore and again start striking his weapon together, creating the sparks and bending the weave to enchant and send them flying on over to Quanderil.
Action: Cast Night Night at 2nd level, creating a pool of 35 affectable HP. (Target point that would hopefully only affect Quanderil)

"That just..." Rubin starts, but sighs. He stows his hand crossbow and dives into the water. Swimming down he carefully grabs the mage and hauls him up an dout of the water. Once on land he takes time to bind hands and remove anything the man has for spell focus, spell pouches, weapons, and anything else.
"We should also tie up any other survivors and move everyone into the cabins or below decks so as not to draw too much attention."
Tyde moves to help do what he just suggested.

Nodding at Mr. Tyde's orders, Kethra will tie up Pike after removing all his weapons, money and other trinkets on him (including spell focus, if he has one).
Xanranzan puts away his swords with a bit of flair and smiled broadly at everyone. "Now dats how ya fish ya up some crooks! Ho boy!" He declared. Although of course after standing there basking in his accomplishment for a bit too long, the earth genasi sheepishly moved to help the others in tying them up. That, and carry the one guy back to the ship once Rubin had him drudged out of the water, tied up, and gagged for the time being. Which he more than happily provides his smelliest old sock for the if there wasn't enough rope.
If things appeared well in hand, on the other hand, then he takes point on heading to the ship and trying to get into the inner cabins ahead of the group.

Kethra watches Xanranzan sheathe his two blades, still pristine and untouched by blood, looks at her own blade, and will look at him showing off again as Rubin retrieves the magic user from the water, fast asleep.
If things appeared well in hand, on the other hand, then he takes point on heading to the ship and trying to get into the inner cabins ahead of the group.
Taking the two tied up prisoners who are for now affected by magical sleep, the small barbarian will suspend them by their ropes on the javelin she had embedded by the cabin door earlier and offer to keep an eye on them while Xanranzan and whoever else wants to check the lower decks, the ones that are probably shrouded in darkness.
Once no one is watching, Kethra will take an apple from her rations and jam it riiight into the magic user's mouth before he wakes up. (Assuming she saw him use the verbal component of Misty Step while up close and personal earlier, if that's ok?)
Stepping back and clapping her hands in satisfaction, she'll take the Ready action to pin down the first prisoner who tries to escape.

(So...just making sure:
Rubin has retrieved Quanderil from the water, searched him for loot and has tied him up.
Kethra has searched Pike for loot and has tied him up.
Despite not knowing this is Quanderil, Xanranzan has shoved a used sock in his mouth, brought him back to the boat, then when none one was looking, Kethra jammed an apple on top of that to seal the flavor. But also to stop him from saying any verbal components of spells.
If there's extra time, then how about searching them some more to see what else they have, like money?) Here's another perception roll: 22
(I guess we have to wait until they wake up to question them, specifically Quanderil, to see what he knows about... anything?)

Tyde will give a half-laugh at how easy this seems so far and the overall silliness of stuffing different things in their captives mouths to silence them.
Kethra stares at Mr. Tyde as if stuffing things into the magician's mouth is very serious business.
"Can I ask if someone goes with Ru--I mean Miner to check what's underneath the boat first? If these guys are connected to the Crushing Wave cult I don't feel safe talking to them only to get ambushed by a random creature they might be holding down there. And they might mislead us about what's underneath before checking it out ourselves..."
"Besides," she says with a mischevious smile, "Whatever the muscly guy can't answer he can just nod yes or no! See? Are you Quinn or Quanderil or whatever?"
Gripping the magician's head, she makes him nod as an act of demonstration and tries to put on her lowest fake voice, "Yup that's me. You totally caught Quinn the super secret smuggler boo hoo."
Rubin moves onto the boat and takes aim at the fleeing figure in the water. he sends two more shots at him...
Attack: 20 Damage: Unable to parse dice roll.
Attack: 22 Damage: 7
(Note that he’s beyond the 30 foot short range of a hand crossbow, so those would both miss due to underwater rules.)

Tyde will run after Xanranzan to the limit of his movement also parallel to the shore and cast Acid Splash at the end of his movement at Quanderil.
DEX save vs. DC 14 or take 4 acid damage.

Quanderil slumps unconscious due to Xan’s sleep, beginning to fall down towards the bottom of the river.
