Bryn, are you still trying to close the distance toward the stage, or keep out of range of the rat swarms? And drawing the bow is a free action, so unless you are taking the Dash action you can still attack this round.

A white-orange forge-like radiance descends toward the swarm.
Rowan, noticing the obviously-magical flames descending on the rats, tries to pinpoint the caster within the crowd. She's never met anyone else with magical abilities before, and she'd love to talk to them once this has been dealt with.

Alright, Here's the TLDR for the Round.
Ann and Quinry engage the rat swarm at the dias, but neither appear to do any damage
Then, half the mob of rats works into a frenzy and flows out into the crowd, splitting into 4 swarms which attack Quinry, a horse, Marcin the fruit merchant, and a cheese cart.
Quinry takes 4 2 damage due to rage and the cheese cart is destroyed by the swarms. There are 2 swarms in the middle of the market stalls, one just outside the city hall on the east side of the square, and 1 group on top of Quinry, who was 10ft away from the stage when the swarm enveloped him.
Next, a peek behind the curtain: The musician is undergoing a transformation that changes his stats depending on which form he is in. I didn't think it would matter much, until Rowan decided to cast [spell]sleep[/sleep] on him. One of the stat blocks would stay awake, and one fall asleep. I had decided that the transformation would take 1d4 rounds. He started transforming as soon as the rats started to swarm to the stage, so I think 2 rounds have elapsed. He will be transformed fully in round 1. Bummer guys, that would have been awesome.
Then, everyone springs into action.
I will resolve actions in the order that the person first posted for this round, even if they later change their action.
Jormund, I assume you try to avoid animal casualties as well, so you cast sacred flame on the swarm attacking the cart, and they make a dex save of 5 for 6
Bryn, you unsling your bow from over your shoulders and dart to the west to get a clear shot down one of the aisles between carts. Your arrow finds its mark but the musician doesn't appear to be hurt.
Jared, you chuck a pomegranate at the musician, but it flies wide, so you draw a dagger and wait for what comes next.
Rowan, Your sleep spell goes off and you see the musician's eyes almost shut, but they flutter back open and he continues to play.
Vedui, you leap into action, attacking the rat swarm closest to you (the one on the cheese cart) with a one-two kick, landing both strikes and dealing a total of 12 6 damage.
Ann, you attack the swarm on Quinry, and deal 7 4 damage.
Quinry, you also attack the swarm landing a blow and dealing 5 3 damage. You attempt to retreat back towards Rowan, but as you withdraw, you take an attack of opportunity from the swarm. Attack: 15 Damage: 3

The rats and the musician on stage continue to move in unison with the music, although the musician now is fully transformed, and appears to be some grotesque combination of rat and human, with an elongated nose with whiskers and enlarged front teeth, covered with a matted grey fur coat.

The 4 rats swarms in the market continue to wreak havoc.
1. The horse enveloped by rats finally breaks free of its restraint, fleeing and scattering the rats on it. Attack: 16 Damage: 3 Con save 3 They instead turn their attention to a man desperately trying to wheel his cart filled with silverware, vases and other valuable home goods out of the square. Attack: 14 Damage: 3 Con save 9.
2. The swarm on the Cheese cart, singed by Jormund and bludgeoned by Vedui, recoils and strike back at you Vedui Attack: 9 Damage: 3 Also Vedui, please give me a con save if that hits.
3. The rat swarm on Marcin continues to gnaw at him. Attack: 15 Damage: 4 Marcin falls to the ground, dead.
4. The swarm that attacked Quinry will turn its attention to the closest enemy, Ann Attack: 12 Damage: 4 If this hits, give me a con save Ann.
And that is the end of the enemies turn. We will now begin Round 2 of the PC's turn.

Vedui hops around the swarm of rats, dodging any attempted bite with some skill, and attempting to stomp them as the opportunity arises. It appears as if he is dancing a jig while he hops and stomps from foot to foot.....focusing on the swarm and not on what else is going on.....

Then the top of his hammer points in the direction of the musician, "Unforge this vermin with firelight!" he calls out as his hammer sends a ray of ember-hued light beaming toward the grey fur & rodent teeth.
