Using either method will cause the to-hit to scale appropriately. If you have CON ≥ DEX and use the default action but turn on Martial Arts, the to-hit modifier will scale as usual. If you create a custom action that uses DEX and with which you're proficient, the proficiency bonus will also scale with that action.
I have just created a Hexblood characther but the Hex spell is not showing on it's spell list. I can see Disguise Self with the use and cast options but not the other one.

Is there any chance you don't own the PHB? Disguise Self is in the Basic Rules, Hex is not.

My Dm has the VRGTR sourcebook and has shared it with me, however I can't seem to make a a Dhampir. The only Lineage that appears to be a option is the custom one. Has Dhampir and the others been removed with the UA content or am Ii having an issue caused by something else?

When you're selecting a race, Dhampir should appear under "Lineages" somewhere around the middle of the list; click that to show Dhampir, Hexblood and Reborn. Basically these have been organised like sub-races of "Lineages" which is a little weird but kind of makes sense since they're not exactly standard races either.
"Custom Lineage" is the Tasha's Cauldron feature that lets you customise aspects of old-style fixed races (so you can make a high DEX/WIS Dragonborn, an Elf that has battleaxe rather than longsword proficiency and so-on). Confusingly it has nothing to do with VRGTR lineages since you can already pick what you want for those.
Former D&D Beyond Customer of six years: With the axing of piecemeal purchasing, lack of meaningful development, and toxic moderation the site isn't worth paying for anymore. I remain a free user only until my groups are done migrating from DDB, and if necessary D&D, after which I'm done. There are better systems owned by better companies out there.

Currently playing curse of Straud and we have a party member that is Dhampir Lineage. He recently attacked another party member under blood lust. The Cleric attempted to Turn, which the DM stated it failed due tp the Dhampir not being undead. What is the official rules to the lineage of Dhampir and Turn undead ability?
They're creature type: humanoid, and the description says 'dhampirs retain their grip on life,' so they are not undead. This is different from the UA version, where exactly this situation was discussed.

They continue to work on the "generic" feature system, that will (eventually) facilitate this and a number of other missing features and hopefully make it easier to incorporate many of the new mechanics WOTC is likely to throw at them in the future. It's complicated work in part because it is work on a living/running system. A recent Dev update also said ome other things ending up taking higher priority for a while, something that is fairly common in development. In the meantime, homebrew feats are probably still the best workaround.

I have a full list of all of the dark gifts, blessings, boons, charms etc that need to be built, across all books, along with what we need to do to make them work.
We're hopeful that we'll be able to start showing some of the results in the first half of this year.

In that case then, non of them show up. don't have a Lineage option, subclass or otherwise
Edit: found it, turns out i just had to make the char via the campaign and not outside it to add later

Can we get a fix on the lineages so they can be properly used with other races as per the rules set forth in VRGtR?
Right now, the lineages only really work with Humans, but the rules for each lineage states that it would work with other races.
For example, a High Elf gets the following characteristics:
Darkvision of 60ft
Keen Sense: Proficiency in Perception skill
Fey Ancestry: advantage on charms, cannot be magically slept
Trance: 4 hours for long rest
Elven Weapon Training: Proficiency in Short/Long Sword/Bow
Cantrip: Know one cantrip
Extra Language: get an extra language.
Per the lineages, you lose everything about your race except for skills you learn along with any movement speeds for climbing/flying/swimming.
So the example, the High Elf takes a lineage would lose what is struck through and keep want's not struck through and gain the effects of the lineage.
