Yeah, I guess I got it from Eberron. So I suppose that despite it being exactly the same content (hence it is marked as owned in TCE) I have to buy it again. Annoying but fair enough I suppose, didn't realise I'd be punished for purchasing earlier.

Thank you for the quick response.
You are being punished no more than the folks who purchased the SCAG and had to pay full price for Xanathar’s which reprinted some of the subclasses, or the folks who purchased Volo’s but still had to pay full price for Ravnica or Eberron which both include Race options like Goblin.
This website is a bookstore owned by a company called Fandom, they have absolutely no control over what content WotC puts in the D&D books. They also have a contractual obligation to WotC to charge customers for WotC products a certain way, as well a a fiscal obligation to the owners, investors and employees to not loose money by giving us stuff for free and having to still pay WotC for it out of their own resources.
I totally agree to be honest. So to rephrase; I didn't realise WotC would try to get people who were not interested in the Eberron to purchase a book they would eventually never need. If I had known that, I might have waited to buy the slightly looser setting based books than choose the item that's not really related but has one thing I very much wanted. Was just a shame that by taking advantage of a great feature DnD beyond offers, will cost me extra in the long run.
I wasn't trying to criticise Fandom for this situation, just expressing my disappointment. Sorry for the miscommunication.
Further to the point, it certainly seems that you can no longer purchase the Eberron class bundle (what I paid for), which then prevents anyone else from doing something similar as I did.
You can still purchase the Artificer subclass as a bundle, that just has to be purchased from Tasha’s Cauldron now instead of Eberron: Rising.
(Enough stuff was changed between printings that the Eberron OG version is no longer “current,” which is why that particular version is no longer for sale. Anyone who has already purchased it automatically got “upgraded” to the newer version, and anyone who purchases Eberron: Rising will get full access to the updated Artificer and the updated versions of those three subclasses, the only thing they won’t automatically get is the Armorer.)
Ah ok, I didn't realise there had actually been any changes between Eberron and TCE, that's good to know and great here I essentially got that update for free! (wouldn't in paper version)

That’s correct, and what’s more is anythingeverything purchased from DDB always automatically includes all updates, current and future, in realtime absolutely free of charge.
Fey Touched feat isn't showing Hex as a possible spell, even though it is a enchantment spell.
Buy the spell first. (It's not free).

I have tashas and the PHB. it shows everywhere else
I cannot replicate this issue, it works for me everytime so I must assume there is an issue with your character. Can you post a link to it?

Realizing now that it is probably because its a monk, is there a way around this or is my player SOL?
Well this is a weird one. I can't see anything that would cause this as there doesn't seem to be any homebrew or anything. And no, it doesn't matter what class you are.
The only requirements are: you can access the feat. And: you can access the spell you want to use that is divination or enchantment. If you have bought Tasha's and PHB then you have met all requirements.
And it works for me so it's not a general issue.
So this is quite curious. You will need to wait for a mod to take a look, sorry.

Did your Monk player take the “Fey Touched” feat or one of the “Fey Touched (Ability)” versions? Officially, RAW, there is only the one basic version of the feat. However, DDB has not fully implemented “Options” for feats yet, so they cannot create a feat like Fey Touched and have it grant an option of which Ability it boosts. As a workaround they had to create separate versions of any feat with those kinds of options, and only those function.
Never mind, I see that they chose “Fey Touched (Wisdom).”
And even those don’t function correctly. They only add the spell so you can cast it once without using a spell slot, rather than also adding it to the list of spells known you can cast with slots.

They are using the Fey Touched (Wisdom) feat. the INT and CHA versions also do not show hex as a spell. I even attempted to create a homebrew hex as a workaround but that didn't show either.
Wait a second, try following this link and double checking that your “Account Entitlements” are “synced.” Have your Monk player do that as well, and it never hurts to try flipping your content sharing off and back on again.
And even those don’t function correctly. They only add the spell so you can cast it once without using a spell slot, rather than also adding it to the list of spells known you can cast with slots.
They used to have stuff like this add both a [Use] version and a [Cast] version, but users complained about the clutter on their character sheets. To cast it using a spell slot you just have to say you’re doing it and manually tick off the checkbox that tracks spell slots. (That’s all the [Cast] button actually does is check of the correct box for you. You don’t actually need the button to do that.)
Edit: It would be swell if WotC had written that functionality as an actual “rule” or ”property” like Versatile. Then these feats could have the “Versatile Casting” property and DDB could display the [Use]/[Cast] functions as over/under like the different damage dice were implemented for versatile weapons.
Except that if you use the admittedly third party extension Beyond 20 to unlock the potential DDB offers but is currently unable to deliver natively, you need to be able to hit the cast button to push the results through to discord/your vtt of choice. Plus more importantly DDB make a big play about implementing things as RAW (even typos) so they should have been consistent and treated this in the same way.
