Well, within the scope of the item you referenced, it only lasts 1 hour and it describes exactly how your stats are handled during the transformation. If all you change is the duration, then basically that just means the player is now running on the dragon stat block full time, minus change shape and legendary/lair actions.

The dragon becomes an NPC and the player rolls up a new character. That would be the ruling at my table, and I'd allow the player to have some say in what the dragon decides to do from there.
If you want to let them continue as that character, just have them use the stat block. But honestly it's likely to get a bit boring after a while. Monsters by design just don't present as many options and choices for action as PCs do.

I would allow it, but there are going to be some major problems for that poor PC. For one, dragons are really freaking big and really freaking scary, so they aren't going to be going into dungeons or visiting settlements any time soon. And forget the idea of ever staying at an Inn.
They are now a Dragon. They are going to be stuck at that level. Pretty much forever. Dragons don't gain experience points -- and if you use milestones, it still doesn't matter because as a Dragon they are stuck on the CR list, which doesn't use either.
Well, not strictly true for my game world, and you are asking about my ruling, so yeah, they could start increasing by CR in my game, but that's strictly a homebrew deal, not even close to regular rules. But it isn't going to do them much good on my world, because they can't get into see the folks they need to see to be able to move up a level.
I would let them keep playing, if they wanted to. Finding a cure gives me an option to use old Germanic/Norse legends as a basis. But it wouldn't generally be fun for them or the party.

My ruling would be that if they roll a 00 on the mixing table they would either turn into a Dragonborn, or gain wings/breath weapon. It does spercify simple effects after all and for a potion with multiple effects I would stick to one.
