Does anyone have any idea when the season 10 rules will be released? If I recall correctly, it's historically been quite close to the start of the season.
I think it's generally been ~1 week before the season's start or less. Some adventure-specific rules don't even come until several weeks into the season.
You pretty much nailed it. S10 is going to have a ton of complaints. Would not be surprised if it is amended mid-season like other seasons were. This is over the top restrictive. I can see lots of people walking away from AL like they did in Season 8.
I'm only annoyed at having to start a new character for season 10. I guess I'll miss genasi, but otherwise the race restrictions don't bother me that much. I'm actually pretty happy with the exclusion of SCAG. Even though I wanted to play an arcana cleric this season, I always hated booming blade, green flame blade, and ghostwise halflings so it balances out.
Reading the new rules I am not thrilled it feels very restrictive and I wonder what effect this will have on AL play once game stores re-open for in person play whenever that may be.
Before quarantine around 80% of my 5e play time was AL only, with these new rule sets I think that is going to change dramatically.
Rules I have issues with.
Must start a new character for season 10
No bringing in existing characters for any season 10 content
Season 10 characters can not play any non-season 10 content until they are level 5. Once they do so they can not return to season 10
Still has the very low gold limits for t1 & t2 that impact wizards more than any other class. T1 & T2 wizards have much more limited spell versatility they had in Season 8 or prior seasons.
It also feels like the gold restrictions are there to prevent melee characters from being able to afford full plate until level 10+ unless they receive it as a reward or as a magic item.
Unanswered questions:
No information about using class features variants (CFV). I.E. If someone wants to play a ranger and use spells out of Xanathars does that mean they are unable to take the CFV improvements?
Things I like:
Customizing origin from Tasha's available for everyone. There are some downsides and it will lead to min maxing but it does open up more options at least.
Renown magic items - being able to get more than 1 renown magic item is nice, though it does feel a bit odd that a at level 5 you characters can just get handed 3 permanent magic items but at level 11 & 17 there are no options for permanent magic items.

And I honestly hate this option. magic items were already basically crap at tier 1 and now you walk into tier 2 with 3 of them for doing nothing but surviving. Like it was a weird Tier 1 graduation present.
Give it to me in a module - have it mean something by earning it vs just being handed the same basic stuff to all lvl 5 characters - how boring.
I agree receiving the items in a module is preferable way to acquire magic items. I feel that a +1 weapon can make sense only because if you are unlucky enough not to have one at t2 you start running into things are either resistant or immune to non-magical damage and they want to ensure a melee class can still contribute in combat.
I think it needs work but the season lock is by far the biggest issue imo, followed by the gold limits.
So much negative feedback that Greg Marks posted on twitter to stop contacting WOTC Customer Service and that they will compile a FAQ to be released on "roughly" Thursday.
I imagine their customer service contact form got flooded when the AL admins said they had no control over the rules and were powerless to change it and provided links to the customer service form.
I am not hopeful regarding the FAQ. I think they will clarify a few things but I doubt they will make any meaningful changes or make anything beyond vague promises to review feedback.
One can hope. I hear Season 8 was terrible until they had enough negative feedback that they made changes. Similar story with Season 9.
Perhaps a trend is developing.
Regardless, utterly terrible customer relations to release such a sweeping change on the day AFTER Season 10 games were already being widely played as part of the Celebration. I guess I should have seen some of this coming when I was told that I could not play my Tabaxi at GenCon 10-X games and I simply shrugged it off being a fairly new AL player. Going to be a few players from GenCon tables that will need to remake their no longer legal Season 10 SCAG characters.
There’s a bunch of stuff to be answered in the upcoming FAQ, but 2 simple, non-complaint questions I have (that should be answered when the DMG comes out) is: So you start a fresh lvl 1 character for s10 content. You’re also a DM with rewards to assign from running Now-Legacy content. Are those rewards legal to assign to a new creation to skip playing at lvl 1? Or will DMing only s10 content allow for rewarding s10 character?

A) The ALPG Character Creation step 4 says you start with a trinket from PHB Ch 5. B) You are allowed to choose RotF as your +1. C) RotF says “A player whose character has a trinket can roll on this table [in Appendix A] instead of the Trinkets table in the Player’s Handbook.” So, given the above facts, If RotF is my +1, can my s10 trinket actually come from RotF, even though the ALPG only specifies the PHB?

You can be a kobold but not a goblin and of course the +4 ASI uber mountain dwarf of any class is now official.
Me, I am going to run out and make my +2 str kobold barbarian in the hope that path of the beast is in Tasha's.
I am of the mindset that the only way to fix it is to exploit it.
