Even if the ring is removed, the effect remains. A Greater Restoration Spell can remove the effect.
What happens when the person wearing the ring shakes someone’s hand? If the second person fails their save, do they feel compelled to take the ring at any cost?

The curse? Does that include the flavor text? Does it include the advantage on checks? If someone is attuned to the ring, can they take it off still gain the advantage on checks as long as they are attuned? Try something more like this:

This ring appears utterly mundane yet very attractive to all who see it. It also gives wearers an air of importance and a strong aura of leadership and nobility obvious to all, especially enemies.
Whenever someone touches this ring they must succeed at a (DC 18) Wisdom saving throw or be compelled to acquire and wear the ring under any circumstances.
While attuned and wearing this ring, you get advantage on Charisma (Persuasion) checks and you gain the Position and Privilege feature from the Noble background.
Curse. This item is cursed. Attuning to it curses you until you are targeted by a remove curse spell, greater restoration spell, or similar magic. As long as you remain cursed, hostile creatures with Intelligence 7 or higher will focus most of their attention on you in combat. Over time, your perceived status will start to gather resentment from those less powerful and fear from those who might see you as a threat. At the DM's discretion, you might be sought after as a political ally, targeted for assassination attempts, or in some other way embroiled in the affairs of state.
That way the flavor and the rules stay clear in their distinction, it clears up any ambiguities about the specific requirements for each of the affects by separating them into different paragraphs. it also makes it more like the rest of the cursed items so it looks more standardized this way. Just my 2cp anyway.
