I got an old copy of dragon magazine back from 2007 (either 3.5th edition or 4th), that has some article on monsters with stats and all, I would like to import some of the monsters there to use on beyond and maybe a public version of them so everyone else can enjoy the import. Would that be ok?
...but i don't think 'import' is the word you're looking for. There's a few sites out there that give you shortcuts and pointers on converting stats to 5e if you google a bit (which is why 'import' isn't the right word...you have to convert them yourself).
i also really don't recommend asking policy questions with a voting pole.

generally i think the answer is yes..look at the 'for official D&D content': https://www.dndbeyond.com/homebrew-rules-guidelines
