It's a cloak. I used the cloak of protection as a template, because plus 1 to AC is part of it's properties. So I believe it was already marked as "item" from the dropdown, as opposed to "armor." Should it be armor instead?

Yes, I just converted a weapon into armor, saved, refreshed and went back in and as armor, I was able to equip it.
Shoot. I deleted it from my inventory, and now it won't come back when I search for it. I can still see it in my homebrew items, just not when I search. I'm frickin hopeless.

You may have removed it from your homebrew "collection". If you add it back, you should see it in the character builder again.

No, you should not need to publish it to use it yourself. "Publishing" is making it available for other users outside of your campaigns to use.

Turn on homebrew under that character. It's wild that homebrew base weapon under 5.5e ruling shows up under 5e.

I'm trying to create a homebrew magic weapon but it is not allowing me to select damage dice, wants me to pick a base weapon, and then adds text that I can't see from that base weapon. Is there something going on with the creator?

It never used to put the original text and it used to let you adjust the damage dice.
That's never been the case with this tool as far as I know. People have been asking for the ability to change the damage dice on magic weapons (or make homebrew base weapons, which amounts to the same thing) for many years.
You can do that with a custom action on the character sheet; maybe that's what you're thinking of?

You are incorrect in both cases. Maybe you're misremembering or maybe, as waggnarokkr suggests you're confusing it with custom actions.
The homebrew tool for magic items has always included the base weapon's original text and has never allowed you to change the base damage dice.

Is there a way to simply add spells to a spell list? Not to automatically be usable, but to become available to choose? Similar to how a Warlock's expanded spell list works?

I don't know when, I don't know how, but somehow it just appeared when I searched for it, and now I can equip it and attune to it and it works.
