Yes. You can create a Campaign, and send that person the Invite link to Join that campaign, and the character they join with will be able to access any homebrews in your collection.

They will only be able to add it to their character sheet specifically in that campaign, unless…. After they join the campaign you can send them the URL for your homebrew and they will be able to add it to their own homebrew collection and use it in other campaigns as well.

Yes. It will display in their collection as invalid, but it’ll still work on their characters.
Different question same topic, if you activate homebrew like a background, are you able to disable it and edit it and resend it? Thanks everyone for answering my questions here.
That depends on what you mean by “activate.” But if someone adds one of your unpublished homebrews to a character, and you subsequently update that homebrew, that Homebrew should automatically update for them without having to resend anything. It might take a little while and a few refreshes, but it should automatically update eventually.
Question, is there a way you can give access to someone to try out a homebrew you made without making it public?
