Cassandra teleports, along with any equipment she is wearing or carrying, to an unoccupied space she can see within 60 feet of herself. Immediately after she disappears, each creature within 30 feet of the space she left must succeed on a DC 19 Constitution saving throw or suffer [[/r 2d6]] force damage.

You don't need to worry about balancing your final boss, they're supposed to be really strong.

Your legendary actions are too strong. On a successful save they should only deal half damage and not inflict a debuff.
Hit points are high, especially for a spellcaster. Strahd and the Oracle of Strixhaven have 150 HP or less.

I would make it cost 2 Legendary Actions. That is what the Oracle of Strixhaven does.

Ok. Should Time Warp also stay as 2? I was thinking of giving her a teleport LA too. I'm going to make it any spell for arcane magister
Time Warp is also strong enough that I would probably have it as 2.
