I have not revisited this topic since the release of the 2024 rules and their new, mastery weapon properties. I do not know if things like cleave, graze, nick, etc can be weapon properties you can ignore. Add a blurb "Ignore everything after this point" still should suffice for putting in writing where the end of your description ends and the unremovable stuff begins.
Also I have not looked into what is needed for ranged or firearms weapons to be used as STR based weapons. I imagine adding the versatile property could do it and that may be the simplest method. Unless you're in those niche cases where:
the weapon isn't technically supposed to have the versatile property
is a STR based weapon
the character has a higher DEX modifier than STR.
That is several if this and if that's to consider however unlikely, might still come up. I would hope that anyone in this complicated of a situation would know how to customize their character sheet manually to get the result they need.
I'm not even sure how it would work mechanically in game. Like "creatures that are usually resistant to necrotic damage take full damage when hit by this weapon" ??
Went to update this thread with all the new 3pp wepons that have been added to the site that we can use to make homebrew weapons. Also updated a couple from the 2014 rules to their new 2024 rules (Trident, Yklwa, and Lance). A few things of note:
We now have 3d4 weapons include a martial weapon! Try the Drive Shaft.
We have 2d4 and 2d6 simple weapons.
We have 2d8 martial weapons. They are still firearms and have the range property, but you no longer need to add proficiency to firearms if you want to make a homebrew 2d8 weapon.
I'll be updating the weapon tables in the initial post over the next day or so, in fact I've already started. Anyone interested can check the google sheet I made to help sorting and filtering weapons we can use to base homebrew weapons off of.

It looks like you do not need to own any book to use any mundane weapon as a base weapon in building homebrew.

I can't speak to which weapons have the weapon mastery that matches what you want, I've not looked too far into it because from what I can tell, you can't set up mastery in the homebrew tool. Look through the list of martial weapons for 1d8 weapons for either of these. The longbow is the only ranged martial weapon but you can't change the amount of range other than description text.
For the Handheld Taser, pick the Rapier, change the damage type and add the Light property. Add the description text and notes to add the Loading property, I don't believe this shows up on the character sheet though other than the description text.
For the Ranged Taser, you can pick the Rapier or the Longbow. Change the damage type, add the Light property. Add description text to express the range. Like the other one, add Loading to the text and notes but I don't believe this or Ranged shows up on the character sheet though other than the description text.
As for mastery? I'm not sure which one to recommend since I've not looked into it and don't care for the '24 rule changes. Best bet is to pick base weapons that have those masteries by default and make the changes based off that. My OP explains some properties that can be changed, Loading and Ranged are 2 that don't I don't believe.

Is there a way to make a weapon more effective against certain enemy types? Or would I just have to flavor that via descriptive text?

How do I actually create the weapon? Do I do it from the home brew create page or duplicate something somehow??
Pull down the "Collections" menu at the top of the screen, and under the "Homebrew" section on the right, click "Create Magic Item".
