I am trying to make a balanced Urd variant kobold.
I tried to model my change after the only other flying PC race, the Aarakocra.
So add a flying speed of 50 feet.
Aarakocra have tallons (1d4 slashing) but also have no drawbacks.
Kobolds on the other hand have a -2 STR, and Sunlight Sensitivity. I see sunlight sensitivity as offsetting the darkvision.
So what to remove to compensate? The only other traits are Cowering (gives advantage against all enemies within 10 feet to all your allies), and Pack Tactics.
I went with replacing Cowering as it is a situational, but highly powerful ability (albeit limited), and it makes RP sense that a flying kobold might not be so keen on cowering having had very different experiences and being able to flee fairly easily from those who would attack them. While flight isn't limited use, it is also highly situational, though powerful.
Opinions? Constructive criticism? GM's, if you would allow flying creatures in your campaign at all, and would allow kobolds at all, would you find this an acceptable race?

The way I envisioned an Urd playable race was to take a kobold, add 30 feet of flight and take away pack tactics, as "wingless kobolds are envious of those gifts and don’t get along with the urds."

I would love to re visit this topic and ask why an urd varent hasn't been made official by wizards of the coast yet
I think a lot of people use the Dragonwrought Kobold on page 20 in Volo’s Complete Subrace Handbook on the DM’s Guild. I think about half of them replace Wrought Wings with a straight up 30’ fly speed.
You were born a Dragonwrought kobold, proof of your race's innate connection to dragons, and through a gruelling rite of passage awoke your powers. A kobold who undergoes this rite must first endure nine days of fasting. Immediately thereafter, they must enter a deep trance that lasts for 24 hours. When the rite is complete, their scales harden, wings sprout from its back and a sorcerous talent is awoken deep within.
Ability Score Increase. Your Constitution score increases by 1. Alternatively, you can choose to have altered base statistics; if you do so, your Strength score does not decrease by 2.
Hardened Scales. You have tough, dragon- like scales that reflect the light around you. While you are not wearing any armor, your Armor Class equals 12 + your Dexterity modifier. You can use a shield and still gain this benefit.
Dragon's Blast. Different colors of Urd find a different sorcerous talent is awoken through the rite. You know one of the following cantrips: produce flame, acid splash, or frostbite. Intelligence is your spellcasting ability for this spell. Choose which cantrip you know at the time of character creation
Wrought Wings. You gain a flying speed of 30ft. You can fly only in short bursts; you fall if you end your turn in the air and nothing else is holding you aloft. You cannot fly if you are encumbered, wearing medium or heavy armor, or a backpack not specially tailored to your wings.
Is this an official class you can use with adventure league?
No. "Volo's complete subrace handbook on DM's guild" is not an AL sanctioned source book. Slightly less than these official books on DDB are AL sanctioned.

The best way to make an Urd (and the way I did) IMHO is to just make a kobold and add the feat that BadEye made for the purpose here. https://www.dndbeyond.com/characters/feats/130-urd-wings
