Subclass/subrace Question

How do you create an options list that restricted to proficiency? Something like Expertise or the UA Warforged integrated tool. Is this replicable in Homebrew creation?

Modifiers -> Expertise -> Choose a Skill

That appears to limit the choices to only skills you are proficient in.

Same for Modifiers -> Expertise -> Choose a Tool
