Sounds like the feat Flash Recall from the Tal Dorei Campaign Settings. The difference is that feat lets you replace an already prepared spell with one not prepared and is open to any class that prepares spells, not just Wizard.
Weaker is such a subjective term. With yours your limiting the # of spells they have prepared a day with the thought of using something unprepared at any time. Flash Recall let's you set that last spell but can replace it at any time. I don't have the book in front of me to know if there's a restriction on how many times you can swap out a spell using Flash Recall. It'll all depend on what mechanics you want in your campaign
Seems pretty fair, could be very useful, and probably not overpowered. Only comment is I think the spelling should be "foreseen" with the extra e?

Former D&D Beyond Customer of six years: With the axing of piecemeal purchasing, lack of meaningful development, and toxic moderation the site isn't worth paying for anymore. I remain a free user only until my groups are done migrating from DDB, and if necessary D&D, after which I'm done. There are better systems owned by better companies out there.

Prerequisite: The ability to prepare spell, and cast at least one spell
You've developed the ability to instantly recall an unprepared spell in moments of sudden necessity. As an action, you can instantly prepare a spell from your available class spell list (or spellbook, if you prepare spells from one) that you did not have prepared. This spell choice must be of a level for which you have spell slots. You then lose preparation of a different spell of your choice of equal or higher spell level.
If you are multiclassed, you can only Flash Recall spells from a class that prepares spells. Once you use this ability, you must finish a short or long rest before you can use it again.
A bit late to the party and yet I'd like to comment. As you noted above your wording of the prerequisite with the example can be a bit confusing. I suggest you "steal" from Flash Recall, specifically the wording "prepare spells" since that would include multiple classes.
The main difference between the two is that Flash Recall takes an action and as worded doesn't cast the spell in the same action whereas Forseen Spell is cast when the feat is used since its need was forseen. Flash Recall could probably be tweaked so it is used as a bonus action or that your DM allows you to cast it using the same action. And as mentioned above the Forseen Spell reserves a spell slot so you must use the feat to get that last prepared spell. With Flash Recall you effectively gain a prepared spell since you can use spell A up until you replace it with spell B.
