I'm trying to make a simple buckler shield item with +1 AC but yields another +1 if DEX >= 14.
Is this possible with the Homebrew toolkit?
I can't think of a reasonable way to make that work, sorry!
Official magic items tend not to implement rules like that, so we don't have support for such logic built into the tools.
Personally, I would probably create two, with one having a pre-requisite of 14 dex noted.

I have to use this method a few times. I have an item that gives adds a bonus of CHA, with a minimum of 1. But if your character has a CHA modifier of 0 or below, I have to make a separate item that the bonus is just +1.
