Pretty good. There are a few issues with formatting and the D&D grammar. The quote at the top is too big. It would be 2d12+1 and Wisdom saving throw (DC 20). Put the amount of charges and the recharge before the description of spells. Don't forget to use [spell] to incorporate spell listings into the text.
The only problem I have with the actual substance is that many spells don't require a saving throw. That makes it way overpowered. From the sound of it, the DC for the spells should probably be 12 + your wisdom modifier. I also find it funny that someone who can become attuned to it can still have issues carrying it. As an artifact, the staff should regain charges.
