They are probably planning on crossing here and will be delayed even further if they have to seek another way across. The goblin horde to the South also looks roughly twice the size of the one from Garrum.

"Randall, if you're going to wait till Goblins are on the bridge before setting it on fire, I'm going to try my idea. If I don't make it here before they do, go ahead. If I'm still alive, I'll find another way across. I'll head away from the bridge an equal distance between the two groups and camouflage myself as best I can. I'll fire arrows at the North group and try to recover as many arrows as I can that are fired back at me and fire them at the South Horde, then do the same with the arrows they fire at me. I can fire up to 600' with little chance of hitting anything, but in a crowd that big, who knows. The point will be to get them firing at each other. If that starts, or if it looks like it's not going to work, I'll head for the bridge" Grim explains.
“That could work, Grim, but it sounds really risky. Are you sure you want to try it?” says Randall with concern, “We will have to set the bridge on fire before the first goblins reach the pile of flammable items, or they could just hurl our oil into the river. While the goblins may be able to swim across, their siege engines are another matter entirely.”

With some of the refugees swimming across they will manage to cross that much more quickly and you can begin destroying the bridge.
The more you think about it the more you come to realize that goblin hordes just don't wander about or form naturally, at least not 2 such instances. These are probably both going toward the city of Laurentiis.
And most of you can hazard a guess that any force that has siege engines will not abandon them lightly.

Perhaps you are right, and we should just cover the retreat of the refugees and burn the bridge behind us.
