Without a window Chadderlay will spend his turn levitating back down to the ground outside the tower.

You cqn still do everything you said. Maybe there's a crack you can look through and use misty step, maybe take a moment to clear the dust out if it. Again, there's really no obstacle here, I'm just determining marching order, more than anything, unless you want to totally sidestep it. I think you can probably climb the outside at full movement speed like spider climb while levitating, as well. Anything you want to do is fine with me.
I'm mostly concerned with how the people on the stairs deal with the fireball rolling toward them.

The ball of flames rolls over Angus, consuming the flesh feom his bones as he prays aloud in his final moment of agony.
Nah, just kidding. It was a 2nd level spell and dispels successfully with the casting.
As Angus, Akame, Tetrevess and Chadderlay reach the ruined rooftop, you look up to see Sam, held by a giant ethereal hand, in the glass chamber floating 30ft overhead (the bottom of the chamber is open, allowing access with flight, rope, etc.) Beside him stands Avarice, the teifling, holding the ice staff Morwena carried. Morwena stands beside Avarice and speaks to Sam, but you miss what she says as you emerge from the spire.
They're still in an encounter. If you want to act before Avarice and Morwena, the initiative DC is ... 16

Chadderlay casts Magic Missile with a 4th level spell slot, sending 3 of them at Avarice and the other 3 at Morwena; each does 3 force damage.

(ooc: if they hit their target then each target will have to make 3 separate concentration checks for any spells they may be concentrating on.)

As a maguc missile hits Avarice, it triggers her Banishing Rebuke. Chadderlay is transported to a frigid extradimensional demiplane for one minute. He takes 5 cold damage each round he is there and can make a Cha save (DC 14) at the end of each subsequent turn to attempt escape.
Morwena protests "Hey! That's my nephew!" Before being smacked in the head with Magic Missiles. Avarice replies, "Relax, he'll live," adding quietly, "probably."
(ooc: if they hit their target then each target will have to make 3 separate concentration checks for any spells they may be concentrating on.)
To be clear, this interpretation would mean that at 0hp, 3 magic missiles causes instant character death. I'm considering these implications. The actual spell Bigby's Hand i wouldn't worry about; it's the othet things this could be a precedent for that concern me.
After consideration I rule that magic missile darts behave as an AoE, forcing one concentration save on a target that takes damage.
(Further details follow)
I am aware this disagrees with a tweet from Jeremy Crawford from 2016 and I have made my peace with that. There are good points on both sides of this issue, but for me personally, the strongest evidence is based on two word. From concentrations description "whenever" indicating the circumstances inciting a check. In lexis, this constitutes a "whereas". The condition is met when damage is taken. In the case of the magic missile spell, per its description, "the darts all strike simultaneously"
If "whenever" = once, "simultaneously", it only invokes a single instance of concentration.
This differs from the example of multiple sources describing an arrow and dragon's breath, which ambiguous may take place at different points in the initiative order comprising a six second round, for example.
@Brian_Avery: if you'd like to change hiw you cast the spell, ie what spell slot used, in light if this ruling, you can do so. To get 3 damage x2 to exceed base 10 DC would require 7 darts cast at Avarice, plus the three cast at Morwena would mean the spell slot was 7th level. Chadderlay's max level slot is 6th, so a DC10 check succeeds at maintaining concentration.
@Legion4: here is the con save to see if Bigby's Hand is still grasping Samogri
(Subtle Spell Mental Prison on Avarice: She takes 23 psychic damage and must make a DC 20 INT save or be fooled by the illusion. If she is fooled, "the target can’t see or hear anything beyond it and is restrained for the spell’s duration. If the target is moved out of the illusion, makes a melee attack through it, or reaches any part of its body through it, the target takes 10d10 psychic damage, and the spell ends." 10d10 is 38 psychic damage)
Akame deliberately lags behind the others. With what he had in mind, it was all the more imperative no one was in position to see his eyes. He grasped the vial containing Segami's eyes, hoping the magic doesn't fail him now. Definitely retiring after this... maybe. His family's signature red filled his eyes as he glared at Avarice. The power assaulting her mind showed her a vision: she was surrounded by men with swords, and before she can react they all stab her at once! Though her intellect may tell her they're not real, the pain definitely is real.
"For the next 24 hours, I will stab you with swords... 23 hours, 59 minutes and 59 seconds to go."
Fortunately, there seems to be a path through the crowd of swordsmen and she can surely escape the torture if she runs!

Avarice DC 20 Int save: 15
Suddenly surrounded by swordsmen, Avarice whispers a fiendish prayer to Levistus as she summons a wall of ice with her staff of frost to defend herself from the perceived threat. A dome of ice manifests around the teifling (on her turn in the initiative order (16), I'm just saying this is what she's doing,) forcing the illusory combatants otisde the icy barrier, theoretically harming them in the process.
<I didn't see Akame's initiative, but if they're taking a sub-16, they can forego the roll, though that would mean acting after Avarice and Morwena.>
Morwena explains "Avarice. I know all of these people. Let them be. They are my escort."
"Then call them off! Why didn't you signal when my gargoyles showed up?"
"You wanted your staff back. You wanted Dzaan gone. Those were out terms. You knew there woukd be a price to pay. A few henchman seems a small price."
At this point swords appear to surround Avarice and she starts to pray to Levistus, summoning an ice dome. As she shouts angrily at the swordsmen she images she has repelled, Morwena puts a hand to her head, clearly.exasperated by the situation.
<technically Angus is up befkre the ice wall erupts and its questi9nsbke if the targeting for the mental prison spell.wpuld work through a fog cloud, but im just inclined ro day ut happens this way. Tracking initiatives in great detail is usually reserved for combat encounters.>
Angus will continue, "Let's everybody calm down. 'Avarice', is it? I am Angus. Can you please explain your purpose here in the city? What are you seeking?"
Without a window Chadderlay will spend his turn levitating back down to the ground outside the tower.

Angus will invoke the prayer of dispel magic directed at the fireball (level 3) (Spellcasting ability check (CHA) 6 )
<Looks like it wasn't magic.>

(Sorry initiative is 11 reminder Avarice can't see or hear anything other than the illusion)
Initiative was 3 before I edited the text.
Angus initiative 21
The paladin will shout, "Morwena, explain yourself! What is going on here?!"
I think that puts Avarice in a functional state on her turn (16)
She casts fog cloud below the chamber.
Morwena explains "Avarice. I know all of these people. Let them be. They are my escort."
"Then call them off! Why didn't you signal when my gargoyles showed up?"
