Chadderlay uses his movement to rise up so he can see a window/open decayed part of the tower that is positioned a ways above him.
He then uses his bonus action to Misty Step into the tower through said window/open decayed part of the tower 30 feet above where his levitation limit ends.
Finally he uses his action to Dash the rest of the way to the top of the tower.
(I'm guessing with his levitation and misty step he enters above where the nothic and others are on the stairs?)

Yes, except they're up near the top, so Chadderlay is behind them, however far he wants to be, on the spiral stairs.
<to clarify further, never mentioned a window, I skipped the 'chase' segment of following the nothic up the stairs and resolved separated PCs activities separately.

You cqn still do everything you said. Maybe there's a crack you can look through and use misty step, maybe take a moment to clear the dust out if it. Again, there's really no obstacle here, I'm just determining marching order, more than anything, unless you want to totally sidestep it. I think you can probably climb the outside at full movement speed like spider climb while levitating, as well. Anything you want to do is fine with me.
I'm mostly concerned with how the people on the stairs deal with the fireball rolling toward them.

Morwena stands beside Avarice and speaks to Sam, but you miss what she says as you emerge from the spire.

As a maguc missile hits Avarice, it triggers her Banishing Rebuke. Chadderlay is transported to a frigid extradimensional demiplane for one minute. He takes 5 cold damage each round he is there and can make a Cha save (DC 14) at the end of each subsequent turn to attempt escape.
Morwena protests "Hey! That's my nephew!" Before being smacked in the head with Magic Missiles. Avarice replies, "Relax, he'll live," adding quietly, "probably."

To be clear, this interpretation would mean that at 0hp, 3 magic missiles causes instant character death. I'm considering these implications. The actual spell Bigby's Hand i wouldn't worry about; it's the othet things this could be a precedent for that concern me.
After consideration I rule that magic missile darts behave as an AoE, forcing one concentration save on a target that takes damage.

I am aware this disagrees with a tweet from Jeremy Crawford from 2016 and I have made my peace with that. There are good points on both sides of this issue, but for me personally, the strongest evidence is based on two word. From concentrations description "whenever" indicating the circumstances inciting a check. In lexis, this constitutes a "whereas". The condition is met when damage is taken. In the case of the magic missile spell, per its description, "the darts all strike simultaneously"
If "whenever" = once, "simultaneously", it only invokes a single instance of concentration.
This differs from the example of multiple sources describing an arrow and dragon's breath, which ambiguous may take place at different points in the initiative order comprising a six second round, for example.
@Brian_Avery: if you'd like to change hiw you cast the spell, ie what spell slot used, in light if this ruling, you can do so. To get 3 damage x2 to exceed base 10 DC would require 7 darts cast at Avarice, plus the three cast at Morwena would mean the spell slot was 7th level. Chadderlay's max level slot is 6th, so a DC10 check succeeds at maintaining concentration.

If the target is moved out of the illusion, makes a melee attack through it, or reaches any part of its body through it, the target takes 10d10 psychic damage, and the spell ends." 10d10 is 66 psychic damage)
Akame deliberately lags behind the others. With what he had in mind, it was all the more imperative no one was in position to see his eyes. He grasped the vial containing Segami's eyes, hoping the magic doesn't fail him now. Definitely retiring after this... maybe. His family's signature red filled his eyes as he glared at Avarice. The power assaulting her mind showed her a vision: she was surrounded by men with swords, and before she can react they all stab her at once! Though her intellect may tell her they're not real, the pain definitely is real.
"For the next 24 hours, I will stab you with swords... 23 hours, 59 minutes and 59 seconds to go."
Fortunately, there seems to be a path through the crowd of swordsmen and she can surely escape the torture if she runs!
Suddenly surrounded by swordsmen, Avarice whispers a fiendish prayer to Levistus as she summons a wall of ice with her staff of frost to defend herself from the perceived threat. A dome of ice manifests around the teifling (on her turn in the initiative order (16), I'm just saying this is what she's doing,) forcing the illusory combatants otisde the icy barrier, theoretically harming them in the process.
<I didn't see Akame's initiative, but if they're taking a sub-16, they can forego the roll, though that would mean acting after Avarice and Morwena.>
