There are two sets of stairs, one in the front and one in the back. Both lead up to the second floor but only the one in the back goes higher. You can see someone standing guard at the third floor. Not a guard like Conner but a monk. They were different colored robes from the other members and you can see that their faces are heavily scarred. It seems you'll need to go past them if you want to head to the third floor, besides scaling the outside.

Arena it is, then, says Hatt. He jumps up and with the others, heads to the door. He then walks back to Jarrick's cousin and asks her directions to the Arena, then they resume their journey towards the night's entertainment.
The directions lead you opposite of the cathedral, to a more open area dotted with small buildings where many train, rest or celebrate their victories. While the loudest and largest dominates the center of the area, great bonfires keeping it lit as cheers and jeers roar out. Most of the citizens flock to the arena as a booming voice sounds out over the crowd,
"Ready yourselves! For the newcomer, Steel Storm, the hurricane of blades and one of our up and coming gladiators, wishes to fight the Insatiable Champion, The God of Gluttony, which is our main event fight for this night. But first, lets settle a grudge between two rivals for this year. Scalefist versus The Giant, friends turned enemies, even with wins and seemingly strength, look to see who is stronger in this match of theirs. Now I don't play favorites like my brother but I want to see The Giant squash this lizardfolk. Gladiators! Head to the gates!"
The man announces the matches as the crowd insides roar with excitement. There is a small little office that has a large sign of Help over it. There doesn't seem to be any need to pay for entry but you do spot a betting office most of the people stop by before entering.
"Alright, no problem," Crispy nods, "Go distract that guard. I'll be a bit behind you. As we go up, i'll check out the doors and see which one looks like what her faces."
The man at the top of the stairs does a shake of his head, "I'm sorry but these are the living quarters for the church's members. I have to ask you both to head back down." From where you are, you can only see a few doors. And as far as you can tell, nothing strikes them as different. They all have a door knob and a single glass pane.

The man at the desk nods his head, "Good evening sir, and well, the arena does not charge an entry fee nor does reserving a sparring or training pavilion so mostly free. The only thing that most people pay is for the betting, extra services, and private pavilions. And unfortunately, we cannot let you join a match as it will be your first match. Amateur matches are to be held in the daytime. But finding you all a sparring ring should be no problem, there's still quite a lot of gladiators training since they're waiting for their matches or are just training as well."
As the man was about to answer, he sees Crispy trying to go past. He turns his attention towards her as just puts a hand in her path, "Ma'am, you are not allowed up here, this is only for the church members that live here. I ask that you respect their privacy."
Hatt stands to the side, curious about the arena but happy to let Bennett and Gasp make the necessary arrangements. He listens in as the match between Scalefist and The Giant presumably gets underway.
