Unable to react much from within the grasp of Raist's handful of a spell, Farvnik passes out from pain. (Farvnik {I-7} takes 32 piercing and slashing damage and is KNOCKED OUT (i.e., his HP is reduced to 1 instead of 0). He is now unconscious and incapacitated.)
While no assailant remains in the vicinity, there are two things to address. First, as Doozey has pointed out, part of the Laughing Goblin has received noticeable damage and is aflame. And second, muffled grunts of pain and despair continue to emerge from within the wagon.

As for the fires, he trusted Raist and Utar to hopefully sort things out, or failing that, work with Captain Aleyd to get anyone in the building out before things get in worse. "That thrice damned wretch." He muttered as he glared down at the mage, then looked to Neya. "Kinda goes without see, but be sure to bind'em once yer done give'm a once over, Neya. Gag'em too. We'll worry about interrogate him once we've had a chance to get our bearings all proper like."The werebadger went on to say in between winces and grunts of pain from bandaging himself up.
(OOC: Expending 3 charges of a healer's kit, to regain 37 hp over the next few proverbial rounds.)
As all that's happening, a weary Biscuit sat down nearby, closed his eyes, and over the next few moments managed to remold his form and restored the glamour that would see him look like his old self, if albeit notable sadder looking. However, the feeling doesn't seem to last long, for in hearing the noises from the wagon, the beast bounded his way over to try and examine the wagon and work on freeing whatever was inside. By that that point, Doozey had already slid off his back to ease the process of tending to his injuries.

While the temptation is to relax now the immediate danger is over, Utar doesn't doubt for a moment that other similar groups of hobgoblins are not now ransacking other parts of Phlan while other eyes are locked on the skies for dragons.
He turns back towards the Laughing Goblin dashing back inside and shouting towards any civilians sheltering there. "We need water quick sharp! Form a chain, get this fire out, move!"
Heading into the kitchen, he looks around for buckets to fill.
With at least three or four different thoughts crossing his mind, Doozey decides to focus first on his own wounds. He sits and begins to dress them as his training dictates. In the meantime, Biscuit recomposes himself, both physically and magically. (Doozey recovers 37 HP.)
The re-glamoured mastiff then gets Villonah's attention and the pair go to the wagon. A simple frame with curtains are all that separate those within from the outside world. Well, that and an iron cage. Biscuit pulls on the curtains and, with Villonah's help, reveals four townspeople locked inside, along with a few small lockboxes and art pieces left loose in the wagon.
(OOC: I forgot to mention above that Neya would have found a simple iron key on Farvnik as well, no roll needed.)
Now back inside, Utar sees that Aleyd has rescued some half-dozen or so commoners, along with Imizael. The usually quiet, elven-named bartender is on her knees, sobbing loudly next to her fallen companion, Markoth. The villagers are mostly in shock, either checking themselves for wounds or showing concern about what is happening outside.
Aleyd herself reenters the tavern just in time to hear Utar's command. She faces the damaged corner of the tavern and nods to Utar. She unsheathes the elven blade gifted to her by CRAP and concentrates her spellcasting through it. Utar recognizes the warmth of Torm being channeled through the blade. Turning briskly to the villagers, she orders: "Snap into it and roll those barrels over here!" They obey with the passivity of those who have been told what to do their entire lives. Turning back to Utar: "Here's a trick that I learned from you." She releases her spell, clearly taking quite a bit of her effort, and pounds upon pounds of military-grade food appear on top of empty tavern tables. Gallons upon gallons of water magically refill emptied wine caskets moved into place by the villagers. Aleyd begins breathing heavily for a moment and says to Utar: "Take command of the fire brigade, soldier."
The townspeople within the tavern follow Utar's orders and use the barrels filled with magically created water to put out the flames that could otherwise spread to the rest of the building. They do not make make quick work out of it but, without additional magical help from either the cleric or Raist, elbow grease will just have to do.
Villonah announces her discovery: "It looks like they were collecting more than just people. They are locked in a cage in here. I bet Utar could bend these bars if we can't find a key for the lock. Shall we bring all of this inside?"
"Yes," Aleyd screams from inside. "We all, including the freed captives, should take shelter in the Laughing Goblin for now." She turns to those who are healthy and able-bodied and orders them to "start barricading the doors and windows and have the wounded laid out on the tables!"
After a moment's pause both to ponder and given his treated injuries a final check, Boozey opened his mouth as if to reply to Raist, but is taken somewhat aback by Villonah's announcement. "Tch! Can't say I'm surprise. Well, not surprise by them collecting more than just people bit. But yea, let's get'em inside." Boozey looks up to Favnik and frowns. "All of'em. Once inside, I'll see about getting him properly bound -- but, uhh, Neya. You gave'm him a once over, right? He had a key on'em?"Boozey ventures to ask the monk.
Once he had an answer in one form or another, he'd look again to Raist and gesture for him to proceed on ahead to the Inn had the wizard not already done so by then. "I'm, uhh... I'm sorry, Villie. I'm not in the best state to play escort right now. But, I'm sure Biscuit there will.. be more than happy to."Both halfing and mastiff share a long look, before with a nod, the two silently decide to table something for another time. In the meantime, Biscuit would stand by near the wagon until the people could be rescued. As for Doozey, he busied himself by checking out the hobgoblin's body for anything of note, if only so that he could still be nearby and ready to act should any other looters/kidnappers showed.

Utar strides towards the civilians, clapping his hands repeated, hoping the sound will spur them into urgent action and there is any edge of bite to his tone. "C'mon! You heard the Captain! Grab the water jugs quick sharp and get those fires out, else it'll be my boot in your arse! Get! Moving!"
"Any of you who've swung a hammer report to the Captain to start setting up barricades! Move it! Move it! Those hobgoblins aren't waiting around! They'll be back!"
Heading over to Imizael, Utar kneels beside Mar's body, his tone softer, "I can bring him back, but it is an ordeal. He will need rest and lots of it and he will be as weak as a new born kitten for some time. If your beliefs don't want that for him, or you need time, I can also provide that."
Doozey, Biscuit, Villonah, and Neya remain outside for now. The mastiff stands guard by the cage of prisoners until they can be freed, and Villonah refuses the offer for an escort for now. "If Biscuit is staying, so am I. We have to bring these people inside." She then looks at Neya hoping for an affirmative answer to Doozey's question about a key.
Raist takes their own prisoner into the tavern, arriving to see a scene that is almost military in nature. Utar is issuing irrefutable orders to a bunch of untrained commoners, who spring into action to put out the flames in the damaged corner of the tavern before they become a larger problem. Captain Aleyd is working with a couple of others to start barricading windows, issuing her own strong commands in the process.
With his commands being followed, Utar takes a moment to address Imizael. Even though he is kneeling, Imizael still needs to look up to meet Utar's eyes. Hers are filled with water. "I... I... want you to but... the transition from life to death is governed by Kelemvor in these parts."Utar recalls that Valhingen Graveyard is indeed administered by Kelemvorites, and he would understand that Kelemvorites see death as part of life, that it was a beginning rather than an end and a necessity rather than a punishment. "If this was indeed his time, then it is not up to me to defy Kelemvor, regardless of how miserable his passing makes me feel." Tears run down her cheeks. "But... do you think this was his time?" She looks out through a still not barricaded window. "And what is happening out there? Would we be bringing him back into danger again while he is just a weak kitten? Would he just fall again?" Her hands meet her face. "I.. I don't know!"
@Doozey: Each of the three defeated hobgoblin wears half-plate armor, wields a greatsword, and uses a longbow as a backup weapon.
Neya brings the key over and easily unlocks the cage within the wagon. The scared commoners pour out and are guided into the Laughing Goblin. After a moment of respite, they join the others in helping secure the place under Captain Aleyd's command.
After they are all liberated, Villonah loads up Biscuit with some of the loot Farvnik had collected and picks up the rest of it herself. "Let's go, boy. We'll bring these inside too."
Presumably, Neya and Doozey walk in at this point too. Some of the commoners are initially scared of the halfling's werebadger form.
Farvnik plops to the ground as Raist's spell comes to its natural conclusion.
Utar's fire brigade has now brought the flames under control.
The armor alone might've made for a wonderful haul, but under current circumstances, Doozey could scarcely see any personal value in it beyond the bittersweet reminder it all did the hobgoblins little good in the end. "... But it might do others good." He muttered, before going about grim task of devesting the hobs of their gear and bundling it altogether with some rope to ease transport.
As he did so, seeing at least Villonah and Biscuit in passing headed inside, the halfling soon would follow, still in his more bestial state, but calm by all appearances. Though, that veneer is shaken as he clapped eyes on the situation near Utar. At first there was disbelief. Yet as he recalled brave Mar's opening act of defiance, the halfling could but only turn away, eyes squeezed shut to keep tears from freely slipping out. After a moment, he takes a breath, steeling himself and regaining both a measure of composure and strength, before finally forcing himself to take in the rest of the situation within the tavern.

"Okay... alright, okay -- uhm, shoot!"Doozey finally unravels the stolen hob gear just so he could repurpose the rope to bind and gag Favnik. "Raist, you first. Come over for a second. Villie! Biscuit! You'll be next for treatment -- and /please/ no grandstanding about treating others first. 'cause ya ain't gonna be doin' anyone any good if the main defense is half-dead by the time the next squad of gobs and giants roll in."He said and is quick to reaffirm, but wouldn't begrudge any of the trio from continuing in aiding others during the interim.
For those that agree to treatment, Doozey will spend the next minute or two using Healer's Healing on the following in order. But, this will cost them a hit die for each charge spent.
Raist(if accepting Doozey healing):
For 2 of Raist hit die, restoring 18 Hp.
Villonah(if accepting Doozey healing):

(@Red: Please mark down two Hit Dice without completing a Short Rest. This can be tricky to do in a D&DBeyond's PC sheet, so you may want to just take note of it for now and then mark it once a short rest is indeed completed. Same applies for @Ori with Biscuit --5 Hit Dice--, and myself with Villonah --3 Hit Dice--.)
Once all of CRAP makes their way inside, Doozey is quick to refocus his efforts from looting onto healing. He bolsters himself up first with a measure of temporary relief before moving on to Raist and later to Biscuit and Villonah. All offers of medical attention are accepted:
While waiting for her turn to get medical attention, Villonah goes over the haul: "I know this ain't a priority, but it'll be good to know what resources we have available if things get ever more difficult," she justifies her action. After a while, she shares her findings: "There are some 200gp worth of coins and gems in these lockboxes, plus whatever the art pieces might be worth... not my specialty. It'd be nice to be able to return these valuables to their rightful owners..." she looks out one of the windows that is in the process of being boarded up before continuing. "...but I'm not sure how realistic that noble goal would be at the moment."
@Raist: Farvnik is currently lying on the floor making soft grunts as a clear sign of life. He remains unconscious but stable for now. If left alone, he will eventually regain consciousness on his own.
Amid giving orders to the many commoners in the tavern, Aleyd congratulates CRAP: "Good thinking in catching one of them alive." She points to the rope offered by Doozey and, looking for a idle hand and spotting Neya, she then suggests: "One of you might want to tie him up tightly before he wakes up." (OOC: This requires a sleight of hand check.) She continues: "Then, once he wakes up, we can ask him some questions. Sooner if we can speed up his recovery."
Imizael continue to look at Utar, waiting for his response.

Neya brings the key over and easily unlocks the cage within the wagon. The scared commoners pour out and are guided into the Laughing Goblin. After a moment of respite, they join the others in helping secure the place under Captain Aleyd's command.
After they are all liberated, Villonah loads up Biscuit with some of the loot Farvnik had collected and picks up the rest of it herself. "Let's go, boy. We'll bring these inside too."
Presumably, Neya and Doozey walk in at this point too. Some of the commoners are initially scared of the halfling's werebadger form.
Farvnik plops to the ground as Raist's spell comes to its natural conclusion.
Utar's fire brigade has now brought the flames under control.
The armor alone might've made for a wonderful haul, but under current circumstances, Doozey could scarcely see any personal value in it beyond the bittersweet reminder it all did the hobgoblins little good in the end. "... But it might do others good." He muttered, before going about grim task of devesting the hobs of their gear and bundling it altogether with some rope to ease transport.
As he did so, seeing at least Villonah and Biscuit in passing headed inside, the halfling soon would follow, still in his more bestial state, but calm by all appearances. Though, that veneer is shaken as he clapped eyes on the situation near Utar. At first there was disbelief. Yet as he recalled brave Mar's opening act of defiance, the halfling could but only turn away, eyes squeezed shut to keep tears from freely slipping out. After a moment, he takes a breath, steeling himself and regaining both a measure of composure and strength, before finally forcing himself to take in the rest of the situation within the tavern.

"Okay... alright, okay -- uhm, shoot!" Doozey finally unravels the stolen hob gear just so he could repurpose the rope to bind and gag Favnik. "Raist, you first. Come over for a second. Villie! Biscuit! You'll be next for treatment -- and /please/ no grandstanding about treating others first. 'cause ya ain't gonna be doin' anyone any good if the main defense is half-dead by the time the next squad of gobs and giants roll in." He said and is quick to reaffirm, but wouldn't begrudge any of the trio from continuing in aiding others during the interim.
For those that agree to treatment, Doozey will spend the next minute or two using Healer's Healing on the following in order. But, this will cost them a hit die for each charge spent.
Raist(if accepting Doozey healing):
For 2 of Raist hit die, restoring 18 Hp.
Villonah(if accepting Doozey healing):
For 3 of Villionah's hit die, restoring 33 Hp.
Biscuit:
For 5 of Biscuit's hit die, restoring 45 Hp.
(OOC: I know there's a possibility that we /may/ get a short rest or are potentially gearing up to doing that, but Doozey would still start patch people up just in case there's an interruption.)

This can be tricky to do in a D&DBeyond's PC sheet, so you may want to just take note of it for now and then mark it once a short rest is indeed completed. Same applies for @Ori with Biscuit --5 Hit Dice--, and myself with Villonah --3 Hit Dice--.)
Once all of CRAP makes their way inside, Doozey is quick to refocus his efforts from looting onto healing. He bolsters himself up first with a measure of temporary relief before moving on to Raist and later to Biscuit and Villonah. All offers of medical attention are accepted:
While waiting for her turn to get medical attention, Villonah goes over the haul: "I know this ain't a priority, but it'll be good to know what resources we have available if things get ever more difficult," she justifies her action. After a while, she shares her findings: "There are some 200gp worth of coins and gems in these lockboxes, plus whatever the art pieces might be worth... not my specialty. It'd be nice to be able to return these valuables to their rightful owners..." she looks out one of the windows that is in the process of being boarded up before continuing. "...but I'm not sure how realistic that noble goal would be at the moment."
@Raist: Farvnik is currently lying on the floor making soft grunts as a clear sign of life. He remains unconscious but stable for now. If left alone, he will eventually regain consciousness on his own.
Amid giving orders to the many commoners in the tavern, Aleyd congratulates CRAP: "Good thinking in catching one of them alive." She points to the rope offered by Doozey and, looking for a idle hand and spotting Neya, she then suggests: "One of you might want to tie him up tightly before he wakes up." (OOC: This requires a sleight of hand check.) She continues: "Then, once he wakes up, we can ask him some questions. Sooner if we can speed up his recovery."
Imizael continue to look at Utar, waiting for his response.
