If we effectively spent the previous initiative round talking and all have actions available from that, then Arogna has a held action to attack the rat-woman with the silvered shortsword if she moves closer to any party member or Glarth.
Fanger is first in initiative order, isn't she? Did she decide not to take an action and the party is up? I think that's what the hesitancy here is. Or was her jump on Bjorn her action and it's the parties turn now? If so, Qinfaren may go with casting a spell to try and hold Fanger in place.

No her turning back into her hybrid form is her first action. Her attack on Bjorn caused everyone to be surprised, then took her first turn to transform which is an action. Then it's been everyone else, and everyone is readying a reaction. Except Shad who is trying to feebly push a dragonborn.
Shad tries to push Glarth, the heavy dragonborn, back inside his home. However, Shad is unable to summon the strength to push him.

Arogna's attack is readied if Fanger moves any closer. Is this therefore able to happen at the start of her movement, or will she be able to complete a turn first including an attack?

Fanger is about to move, but then weeds and vines sprout of ground wrapping their way around her. She struggles against their bounds, but the plants are too quick and too strong. She becomes restrained in their grasp.

However, she still continues to struggle against the plants in attempt to escape. Unfortunately, for her, she is unable to escape.
"Nice one, Firbolg!" says Arogna. As Fanger tries to escape the vines, the half-orc leaps forward with an incoherent growl and stabs at her with the silvered shortsword.

As the situation seems to escalate again, Bjorn would watch them warily and and makes ready to jump in if things escalate.

Qinfaren sighs. Even someone as peaceful as he is can see how this is going to turn out. Fanger is set on fighting.
He focuses on the mistletoe on his staff, moves his hand like wriggling worms and speaks under his breath.
