EDIT OOC: I'm thinking I technically can only help one character.  Given time in the drink, that should probably be Ilyra is she wants to risk make a long reach to Tommary's outreach.  If we want to get super choreography on this, I can hold my cunning action dash to follow Ilyra up the ladder once presuming my help gets her success to air.  Otherwise I guess Toots and Ely can evacuate next round?  First in first out sort of flight order?

OOC: Technically one can only hold an action, not a bonus action.  Some DMs fuzz that, say you can hold one or the other but not both/your entire turn.  
Either way, this is where sitting tight and waiting for help comes in useful.  Thank you, Arwen.  I love it when people use their gear intelligently.  We may get out of this un-drowned yet.  May.  Somebody see if they can catch Toots...X_X

OOC: then I can still help one folk who may need help up the ladder on their athletics check, and we'll all have to take turns ascending.  I mean Ily's been in the drink the longest, maybe the water will finish flush flooding under 42 seconds or less, maybe it won't and you're the character with shortest breath capacity on CON rules.  Your call.

OOC: It's only my call if it gets to my turn first.  Otherwise it's Tommary's call what he's doing.  Though I'll admit, being able to breathe would be nice Q_Q

I like that.  I will be stealing it for future games I run.

Tommary's air supply is greater than Ily's, so I'll let the DM pick from the two narratives whichever fits better:

1.) He moves to the ladder base and while "wooo!" bubble blowing waves to Ily to go for it, readied to help get her up and on that ladder.

2.) He's still by Ily so maybe the bubbles actually burst his "wooo!" in her ears, calling her attention to the Thieves Cant rogue-jock gesture of ten fingers laced together offering her a boost if she wants to try to get on up, thereby readying to [action]help[/help] Ilyara if she wants to let it go and go for it.

Air supply and positioning of scenario plays out in Tommary's high on his own ego and strained cardiovascular capacity mind thusly, dude's outfit even matches Tommary's armor:

The last Vampire Fish makes a leap at Ilyara Attack: 9 Damage: 6 Blood sucking attachment on hit.

The sudden, bedraggled, and thoroughly miserable furling could barely see or hear anything at all through the horrible deluge of swamp nasty, but she could hear the others calling and she caught the 'clank' of something locking down behind her.  Catching Tommary reaching for her out of the corner of her eye, she decided to trust her friend and make a last desperate bid to avoid being flushed down the giant dungeon-shaped toilet, hurling herself towards him and the Ladder to Heaven.  Or at least the ladder to Not-Soggy-Hell.

 Ilyara is able to grab a rung but her foot slips and she left dangling from the ladder, feeling her tail being sucked towards one of the triangular vents.

If Elyona is reach of Ilyara, she will grab hold of her, and help pull her the ladder (on Ilyara’s next turn); If not, and close enough to Tommary, she will do the same for him.  

Question:  Where is Toots at this point?
