1.) He moves to the ladder base and while "wooo!" bubble blowing waves to Ily to go for it, readied to help get her up and on that ladder.
2.) He's still by Ily so maybe the bubbles actually burst his "wooo!" in her ears, calling her attention to the Thieves Cant rogue-jock gesture of ten fingers laced together offering her a boost if she wants to try to get on up, thereby readying to [action]help[/help] Ilyara if she wants to let it go and go for it.
Air supply and positioning of scenario plays out in Tommary's high on his own ego and strained cardiovascular capacity mind thusly, dude's outfit even matches Tommary's armor:

The sudden, bedraggled, and thoroughly miserable furling could barely see or hear anything at all through the horrible deluge of swamp nasty, but she could hear the others calling and she caught the 'clank' of something locking down behind her. Catching Tommary reaching for her out of the corner of her eye, she decided to trust her friend and make a last desperate bid to avoid being flushed down the giant dungeon-shaped toilet, hurling herself towards him and the Ladder to Heaven.
