It's entirely up to the DM. There's no RAW reason why this item must be a helmet (EG a +1 sword couldn't be a +1 ring without becoming more valuable, as the ring would allow different weapons be used and disarming would no longer be an issue). Ask the DM if they are happy for you to reflavour the item into a ring instead of a helmet.
Just be clear as to why. You shouldn't keep secrets from the DM - if you want to so that your pet beetle can wear it like a belt and comprehend languages, then that's changing the function of the item and the DM needs to OK it. If you just don't like your character wearing helmets, then that's much more likely to get the OK.
A Helm of Comprehending Languages is just a helm with the comprehend languages attached to it as an “At Will” spell. If your DM says it’s okay to enchant a ring or necklace the same way, then yes. (With DM approval it’s theoretically it’s possible to enchant boots of comprehend languages, but a helm makes more sense as it covers one’s ears and brain. 😉)

My character is a spy/assassin and often he uses disguises to look like hired help around his targets. The ring is so he can understand what is being said.
Think of the stereotype where the bad guys talk about there plans not worried about the hired help because they speak a foreign language but are not aware the spy hears everything. And ya DM already knows I'm looking for an item like that but now I'm more confident to ask making it a ring
I think that the ring is functionally a little more valuable than a helm for the specific reason that you can more easily hide the fact that you're wearing a ring, or at the very least a ring will draw very little attention in any scenario, whereas if you're going to a fancy dinner people might wonder why you're wearing a helmet.
That said... it's not really THAT much more valuable, and PCs regularly show up constantly wearing full armor and carrying weapons on their backs since it's kind of a pain in the butt to constantly be asking, "oh, are you wearing your armor? Where do you store your weapon?" etc. But still... RAW, there's really no specific rules about shifting enchantments from one magic item to another, but it's definitely within the DM's power to just say, "Oh, that costs 100 more gold in resources to craft" and be done with it. Within my own campaign I was given a pair of boots that function as Goggles of Night, mostly because i wasn't really interested in goggles design-wise for my character and didn't mind carrying a torch. But my DM didn't want to keep track of light sources in Roll20 and just homebrewed a magic item that would work with my character design.
Would it be possible to make a magical item like Helm of Comprehend language, a non attunement item but in the form of a ring or necklace?

Such an item could exist in your DM's world. Your DM would be in charge of determinining if you can craft it and how.
