I think that this weapon can be slightly too overpowered if it's used incorrectly by the DM. If the DM simply hands it over to a character, it could be used as a second character of that same character, just in a sword form. Also, although I'm not sure if it's specified anywhere else, I think that they should specify who can attune to it. This could cause some chaos in my opinion if anyone could just simply find it and be able to attune to it. No class specification is required.

Sure, anybody can attune to it, but if your character is not proficient with that type of weapon then you wouldn’t be able to apply their proficiency bonus to the attack roll. So if a Wizard with 9 Strength tries to use a dancing longsword, they would get −1 to their attack and damage rolls with it.
