No such object exists, but maybe your DM might brew something up. I'd say the most powerful a change I would ever allow would be 5 minutes for a ritual. Any less than that and you approach the casting time of a normal spell.
It would be game breaking to allow a caster to speed up casting of all rituals. For a small subset of rituals, I would totally allow the ritual to be sped up. I would only allow the rituals to be sped up individually, not as a group. It would also not be cheap. Maybe an item that allows you to select one ritual from a curated subset of rituals at the start of the day. For that day, the ritual can be cast in one minute. You lose the ability to cast this way at the end of the day. You can select a new ritual the following day.

say i could pay an enchanter to embue a cloak with the ruins my character uses to cast identify... and that it would cut the casting time in half.
Would that be game breaking?
would it be insanly expensive?
would it be better if the enchantment made me roll for it to be sped up?
The whole point of a ritual is you trade extra time for not using a spell slot. If you want it faster you cast it with a spell slot.
