So I am only 2nd level but pre-planning. My 2nd level wood-elf rogue is an archer and will become a Scout at 3rd level. The party comprises melee barbarian, melee fighter, ranged dragon-sorcerer and melee/ranged Light cleric. I'm definitely not melee when I can avoid it.
When I hit 4th I'm wondering about whether to take Sharp Shooter feat, or to take the +2 to Dexterity. Thoughts on that?
I think that depends on your current Dex. If your Dex is already 18, I'd say take the feat no question, you can work on maxing out your dex later; however, if your dexterity is only like 14 or 16 at this point, I would recommend getting the +2 to Dexterity. Having a +3 or +4 modifier (rather than only a +2) for Dexterity will make a bigger difference with your character your character more for initiative, attack rolls, damage, skill checks, and AC than sharpshooter will aid you early game.
Yea you're not likely to get much out of Sharpshooter for a while but the +1 to hit +1 damage +1 initiative +1 AC (and +1 to any Dex ability check and saving throw) from the Dex ASI will help early on.
In general, I'm inclined to agree that +2 Dex is going to be better than just about everything for you.
However--depending on how your combat encounters tend to play out--that's not necessarily true, and there's a good argument for Sharpshooter. Are you attacking from your weapon's long range interval frequently? Does your DM have enemies in half or three-quarters cover? Overcoming those penalties (disadvantage/+2 AC/+5 AC) is huge for a lower level archer.

You don't know what fear is until you've witnessed a drunk bird divebombing you while carrying a screaming Kobold throwing fire anywhere and everywhere.
It feels a bit split. I guess I've two levels to make up my mind. I am also quite interested in the -5 to hit +10 damage ability when the opportunity comes along. And the ability to hit someone at 599' who has just a tiny bit of skin showing with no minuses is quite cool. :)
I'll probably try and track how often the benefits of Sharpshooter crop up. As a rogue I'll want to shoot foes who are in melee with my pals (auto sneak attack) which might often mean my pals are giving them cover. So it would help out there.
There are very few feats that rival the value of a +2 Dex increase. Sharpshooter almost qualifies, but you should take the +2 Dex first.
That -5 penalty will hurt you a lot more early in the game, especially with a 16 Dex. You're better off raising your Dex to 18, then taking Sharpshooter at 8th level, just before your proficiency bonus gets another bump at 9th level. Then you'll get a lot more use out of Sharpshooter, rather than 7 levels of frustration.
At level 4, I'd definitely lean towards the +2 Dex. Dex controls SO MANY aspects of a Rogue build, bumping it up is never a bad move. I'd ONLY consider taking Sharpshooter at Level 4 under one of the following conditions, and even then it's unlikely:
* If I'm routinely getting advantage on my attacks. That's a lot easier to do in melee if your DM uses flanking rules, getting it reliably with ranged attacks is trickier.
* If I'm finding myself in a lot of combats where I'm firing at enemies with 3/4 cover. If we're talking half-cover, a Dex boost gives you half the benefit as well as lots of other stuff. And honestly, if I'm attacking against 3/4 cover that often, the problem isn't lack of Sharpshooter, it's poor battle tactics or a mean DM :)
