You should add a 3rd answer of maybe/possibly. The spell's description would tell you if it is self only, target, or other creature. Some spells are self only while some are other creature and others still are target (which means you or other creature). You just have to read the spell and see what it target restrictions are.

In that particular instance, the whole ability is worded a little wonky, but here is my take:
If the knight targets a creature other than themselves with the ability, no, the knight would not also get the d4, as there is nothing in the ability description that says they would.
The next question is, can the knight target themselves? RAW, yes. The knight is a non hostile creature to themselves, they are within 30 feet of themselves, and anyone can see themselves unless blinded, invisible, or some other shenanigans is going on. In this case, the knight and only the knight would get the d4.
