If I were DM-Ing I would modify a manual of golems for this. Probably set the use requirement as a spell caster with at least 2 3rd level spell slots, and set the time/cost requirement at 10days/5000 GP
or alternately have the party find an artificer/battle smith who could create one, probably by completing a quest/service

The only trouble I have with using wish spell for this purpose is the 33 percent chance that you can never cast the spell again, and with animated armor being a CR 1 creature and you only get a 9th level slot at level 17, you are basically wasting the spell. At that point you may as well wish for an army of Iron Golems instead. The reason I say an army is because at that level using a wish spell to create 1 of either is rather pointless.
