It says nothing about inexpensive materials that are consumed by a spell. In PHB there is a rule that "Specific Beats General". Does that mean that I can use component pouch to cast Protection from Evil and Good without materials? Spellcasting focus require material to be used.
Casting some spells requires particular objects, specified in parentheses in the component entry. A character can use a component pouch or a spellcasting focus in place of the components specified for a spell. But if a cost is indicated for a component, a character must have that specific component before he or she can cast the spell.
If a spell states that a material component is consumed by the spell, the caster must provide this component for each casting of the spell. A spellcaster must have a hand free to access a spell's material components -- or to hold a spellcasting focus -- but it can be the same hand that he or she uses to perform somatic components.
As long as you do not have any costs associated to material components, you can use the pouch for that.

In addition, any component with a specific price is required even if it is not consumed. Case in point: Identify requires “a pearl worth at least 100 gp and an owl feather” so you would not need the feather (because you have one in your component pouch) but the component pouch cannot contain the pearl RAW.

I generally treat it that way. I assume stuff like “powdered silver” could be acquired by grinding/filing a coin, etc. I also don’t really worry about tracking it other than to tell them to deduct the coin every once in a while, around once every 5 castings or so.

No. Any material component that is consumed by a spell is required to cast it, even if you are using a Component Pouch or Arcane Focus. So in the case of Protection from Evil and Good, you would still need to provide the Holy Water or powdered metals.
In addition, any component with a specific price is required even if it is not consumed. Case in point: Identify requires “a pearl worth at least 100 gp and an owl feather” so you would not need the feather (because you have one in your component pouch) but the component pouch cannot contain the pearl RAW.
