Definitely not broken. And thats ok if it does, thats still one action thats targeting a familiar and not a party member. So definitely you're right don't expect your familiar to give you advantage and usefulness always during combat, but if it gives a few turns of extra attacks and enemies targeting it not you, not a bad trade off.
