Definitely not broken. And thats ok if it does, thats still one action thats targeting a familiar and not a party member. So definitely you're right don't expect your familiar to give you advantage and usefulness always during combat, but if it gives a few turns of extra attacks and enemies targeting it not you, not a bad trade off.
How would this work with something like booming blade? main question: would the player roll the attack with the sword and then deal the damage from 30 feet away or would it not work with something like booming blade, green flame blade. Second question could that be paired that with a smite as well?

Booming Blade and Green-Flame Blade are not eligible to be used with a familiar like this, because only spells with a range of Touch can be used this way, and both of these spells have a range of Self.

Remember owl flyby does not provoke a attack of opportunity.
