My question is when I would I ever NOT use booming blade if it always does extra dmg on top of my normal weapon dmg?
It takes an action to cast the spell. This means that you cannot also take the Attack action and benefit from the Extra Attack feature that some classes possess. So no, it is a tradeoff.
Unless of course you take Eldritch Knight to level 7 and get War Magic. Then you can cast the cantrip and make a normal weapon attack.

A singular bonus action attack, not the full array of fighter attacks.
So do you add green flame blade to a weapon or is it a spell to use by itself?
It is a cantrip that you cast like you would cast any other, and its casting time is 1 Action. As part of the casting of the spell, you make a melee weapon attack. If the attack hits, the spell's damaging effects are applied. This means that if you are a character with the Extra Attack feature, you have a choice: use the Attack action on your turn to attack more than once, or use the Cast A Spell action to cast Green-Flame Blade, part of which involves making a single weapon attack. Think of the attack as the Somatic component of casting GFB.
Don't forget that if your a blade singer starting at 6th level you can cast two cantrips as part of your extra attack. So technically two uses of booming blade or green flame blade and this could be dual wielded

Placebo effect. Maybe also known as anti-crap-your-pants effect?

Why does Booming Blade on DND Beyond list a +8 to both attacks? I have a 7th Lvl Rogue who has booming blade. Beyond calculates it as:
1d8 + 8 (attack)
2d8 +8 (if target moves)
Where are they even getting that +8 number??
Doesn't have any + bonus for my character, please link so we can look at the problem.

I found the problem- it had somehow been Customized with a +8 to damage 🤷🏻♂️

The Bladesinger's Extra Attack only lets them replace one attack with a cantrip, not two.
