Is the new rule about the Genie's being able to become patron's going to affect the Genasi in any way? If so are they or could they be demi-gods?
I think you are confusing "patron" with "God". They are not. A patron is just a being able to form a magical contract. There is even evidence to suggest that warlock magic does not come directly from the patron (unlike cleric deity), but rather from the contract (like a paladin oath) and could become stronger than the patron.
So genasi continue to be humanoid half-children of genies and genies continue to just be civilized elementals.

That's one of the nice thing about Patrons. Anything reasonably powerful could be a patron. I could see a player reaching max level and completing their adventure, then with the next adventure having their own character as a Patron. I also remember seeing in a video a humorous backstory where the warlock's patron is a regular wizard... as in, a wizard that just follows the warlock around and casts spells for him.

No. If they took the Genie Warlock subclass they could gain such power.

Also the Genies that are listed under the Genie Patron are not common Genies but are Noble Genie and are much more powerful.
