I know you get 27 points in the point buy system and that each ability score increase, up to 13 costs 1 point each and each additional increase to 14 and 15 costs 2 points. But how many hypothetical feats or half-feats could you obtain in exchange for some of the points character's gain in point buy? Why can't feats and half-feats be an alternative for points at character creation like they are for level ups? And if they can be, how many points would a feat be worth? Would they be worth 2 points? Would each additional feat cost more than the last? Would half-feats be exactly half the cost of the feat?
My gut says this isn't a great idea, since the point of point buy is to start everyone on equal footing and feats are much less balanced.
But if you were to do it, it should be more than 2 points. The first ASI you get is generally used to take a stat from 16 to 18, which would equate to at least 4-6 points, probably more if it were legal.

5th doesn't really scale like that.
I am of the option that there should be a feat system in 5th, similar to prior editions and currently pathfinder. I just don't think it needs to be nearly as complex. Keep it on the same level as cantrip spell scaling. Get rid of variant humans, all races get feats at 1, 5, 11 and 17. Most campaigns would see two feats, maybe 3.
Sure, its power creep as hell but at the end you already see it happening with the recent books and it gives players incentive to build race/class combos that wouldn't exist otherwise. This was already done with eliminating racial based ASIs, might as well go full tilt.

In general an ASI is worth 4 points (it's rare to apply it to a stat that was less than 13) so by extrapolation a feat is worth 4 points.
