If you join a campaign with someone, they have access to your content and vice versa. So if you just start a campaign and invite them into it, they will be able to make a character for the campaign using races from M3 as well.

If you join a campaign with someone, they have access to your content and vice versa. So if you just start a campaign and invite them into it, they will be able to make a character for the campaign using races from M3 as well.
This is incorrect. By default you do NOT have access to anyone else's purchased content.
Someone in the campaign must have a master tier subscription and have enabled content sharing.
To answer OP's original question, it'll work, but jankily:
Person A has licenses for content on DDB. They make 3 characters, create a campaign, and unassign the characters from themselves (the characters cannot start out not assigned to an account).
Persons B, C, and D join the campaign and claim the 3 characters. They now belong to those accounts, and they no longer can make adjustments to the content owned by Person A, since there's no content sharing in this campaign. This includes items you might get during a session, or swapping out spells. Whoever has it would have to unclaim the character for Person A to reclaim it and add the items/spells.
Homebrew is shared automatically, so if Person B made a homebrew version of Wizard Subclass X, Persons A, C, and D can all use it in that campaign.
