Yes, but if your group was a discord group, it might be easier to just make a new discord account.
I can't, Discord requires phone verification and my number is tied to my old account. I've tried and won't let me.
This isn't a Discord support forum, but people who don't even have phones can use Discord, FYI.
Popular ways to play D&D online include D&D Beyond (this site) as a tool, as well as roll20, OwlBear Rodeo, The Forge VTT, and more. If you can get into contact with your old DM, you should ask them what they're comfortable using.

Well one way to play would be Play-by-Post such as in the Play By Post subforum here. Quite a different style than discord, but if you're not able to get the discord running, it's an option. The forum has in-built dice rolling functionlaity ( 17 ) and if you create a campaign you could also use the character-sheet dice roller.
I tried getting a VOIP phone number but it has to be an actual phone number. And honestly i'm not willing to buy another phone just for Discord. I've contacted support but have not received anything back yet.

I've just verified you don't need a phone number to create a discord account by making a new discord account without using a phone number. This should allow you to resume playing online using discord

You can validate your discord via email or using a service like Authy.
As for playing online without discord - you can use Roll20 which has built in voice and text chats. If all you need is the VTT then there's plenty of others like Foundry or AboveVTT . For the voice/text chat, You can also use Facebook Messenger. Or Skype. Or Teams.

I've only had bad experiences with Discord. Of course that could be just the groups I played with.
I find the PBP forums here quite satisfactory. Everything is already here and I don't have to learn new coding.

Well it keeps asking me for one and won't allow me to move forward without it.
But I just got word back from Discord that my account had been hacked or something so.
We play using Zoom, but one of us has a corporate account.

If discord was telling the truth that your account got hacked, that could very well mean other accounts got hacked. Especially Emails.
If you have not done it in the past years, I would suggest going into all your accounts and change passwords.
It doesn't seem like it was hacked, it seems like their spam filter is broken. I change my passwords pretty regularly.
