Unfortunately no, because those are not "official" publications. They were produced by the Magic: The Gathering team, not the D&D team. So they are categorized as "3rd Party" material.
That said, if one of my players wanted to use something from the Plane Shift articles, my response would be "hell yeah". The guy that wrote them used to be on the D&D team and so they have the right amount of balance and cool to them.
Since WotC now owns D&D Beyond will we be seeing any of the Plain Shift books added?
