I know a lot of combat optimizers love Bugbears for the surprise attack bonus, but they're not so hot for a game of intrigue and infiltration. (And it's a one-and-done ability that's much more effective in theory crafting than when you have to roll initiative.)
So, between Elf, Half-Elf, Bugbear, Centaur, Changeling, Eladrin, Fairy, Goblin, Hobgoblin, Satyr, Sea Elf, Shadar-Kai, and Astral Elf.....
I've been a big fan of Shadar-kai since the 4th-ed era, and Changeling and Fairy have designs that I would be more tempted to use. I'm sort of past elf variants, except the afore mentioned Shadar-Kai, as they are elves now.

Hags! The iconic witch in the woods. There are so many ways you can go with them and all their variations. I don't use them that often but I always have a great time when I do.
Any time an unfathomably powerful entity sweeps in and offers godlike rewards in return for just a few teensy favors, it’s a scam. Unless it’s me. I’d never lie to you, reader dearest.
Elves are the best. My favorite are high elves, astral elves, and eladrin. High elves are cool and magic oriented. Astral elves are also cool like high elves, but in space with bad ass spelljammers. Eladrin are simply fabulous.
If we include UA too, then avariel elves are awesome too. They are cool elves with wings.
In your opinion what is the best fey race? This includes any race that has the fey ability or fey ancestry.
Well, that is 100% subjective. Instead of saying one, and giving a dumb reason why I think it's best, I will give a few I love because of emotional reasons, since technically any race can be the greatest.
Personally I've always been a High Elf fan, however since 5th Edition came out I kind of fell in love with the Shardar-Kai, mostly due to lore and background. As they have a compelling background that can be used to create more Role Play with.
I also find the Half-Giant Druid Vikings (Firbolg) Who got changed by the Feywild to be very compelling, I also love the fan art that makes them look like Cow people.
Goblins yes, these little horrible fey creatures can be a blast to play, let loose your inner chaos and go wild. Since you don't need to play them evil, you can really have fun being a comedy relief for the party, ie big dramatic moment, the BBEG is threating the party, promising one evil deed or another, you can (And I have) blurt out, "I need to Pee". And run up to the BBEG and ask were the Loo is. It's hilarious, to foil suspense with a goblin. And if played right the DM will embrace the idea.

While the UA is nice, you can find the wiki entry and some videos on Youtube will have the background and lore on them.

Why are you forgetting hexborn?
Personally... Shadar-Kai aka Shadowfel Elves. Just like the tiny bit of lore with them, and the goth vibes that are native to this species.
Edit: Ok, I got hit by this Necromancy hard. Still my opinion has remained consistent on this.
