To start with, I understand the intention of the monster, that they use their telepathy to cast the spell, as evident by the fact that they must be able to speak telepathically with their target.
But RAW, the magen can cast Suggestion without material components, so they still cast the spell with its Verbal component, but according to the statblock, the magen can't physically speak, only telepathically. By RAW, since they require Verbal components, you can deny a Hypnos Magen from casting Suggestion by casting Silence on it.
What do you think? Should the statblock be erratad and say that it can replicate the effects of the Suggestion spell, or be able to cast the spell without all components.
The verbal component to suggestion is the suggestion itself. It says they have to be able to telepathically communicate with whoever they are casting suggestion on, so they are using telepathy in place of speech as the verbal component. Silence isn't going to stop that from happening.

I would say that the specific rules associated with telepathy override the general rules of verbal components. But yes, it would be helpful to specify this in the spell action.
