Just after some clarification really - are there parts of the feywild that are in a constant state of winter and gloom? For example are their cities/kingdoms dedicated to winter Eladrin that are set in eternal winter parts of the feywild? Or am I completely off with that?
The Winter Court is often also known as the Unseelie Court, and has a tendency to be evil in many settings. It's always ruled by a Queen. Just search for Winter Court and you'll find a lot of stuff.

Depends, but generally yes. The fey realms of the winter court are in permanent winter.
