Some of the places I play in have walls lined with lead it seems. I've had no signal and wanted to look up info. I'm hesitating to buy a book on DNDB if I will run into this issue.
If it helps, Chromebooks have app support now, so in the most technical sense, if you have a Chromebook, you can have the app on a laptop, which is like a desktop.

+10000000 for Chromebooks. I'd recommend the Samsung Chromebook Plus if you go down that route.
The app is 100% in development and 100% going to be released soon for Alpha release for those that pre-ordered XGtE. I can assure you there is no worry about it not being delivered.
I might have to trade in my new little notebook for a Chromebook. If only I'd known about the app-only offline feature when I bought it three months ago :(

The mobile app will actually download the digital books on your phone, so yes it will be offline mode.
