Yes, live action. Yes, they've brought in loads of actor from GoT, I don't know about iconic figures because Tolkien did not write much about Numenor, there are loads of debates going around about whether Legolas will be in it (which Orlando Bllom has not confirmed or denied), Elrond and Galadriel are going to be in it, and they're using different actor for them, the LOTR actors a bit to old.
